A Close-Up Look at 3 Abandoned Apartments Due to Expiration, Soon to Be Relocated in Da Nang

Cracked pillars, peeling walls, leaks, and rainwater flowing inside the house are the harsh reality in three expired apartment buildings, causing daily suffering for the residents.

According to VTC News reporters, there are currently about 650 household living in 3 state-owned apartments in Da Nang, including Lam Dac San Hoa Cuong Apartment (Hoa Cuong Bac, Hai Chau District), Thuan Phuoc Apartment (Thuan Phuoc Ward, Hai Chau District), and Hoa Minh Apartment (Hoa Minh Ward, Lien Chieu District). In 2017, the Da Nang Construction Department assessed that these 3 apartments would be expired by 2020. Currently, the conditions of these 3 apartments have reached level C degradation.

In Hoa Minh Apartment, grass and weeds grow and corrode the walls, posing a potential risk of collapse at any time. Every time there is a storm, residents of this apartment have to evacuate to ensure their safety. The environment here is also heavily polluted due to the old drainage system, which causes the household wastewater to be unable to escape, stagnate, and become an ideal breeding ground for flies and mosquitoes.

Similarly, in Thuan Phuoc Apartment and Hoa Cuong Apartment, many columns are cracked, and the walls are leaking. Every heavy rain, water leaks into the flats. According to the owner of the flat 307 in Thuan Phuoc Apartment, despite many attempts to repair, they have not been able to prevent water from seeping into their homes due to the deteriorated ceiling and walls. “Every time it rains, water infiltrates through cracks and crevices and flows into the house,” the owner said.

The columns in Lam Dac San Hoa Cuong Apartment are cracked and peeling. The walls and doors of Thuan Phuoc Apartment are broken, revealing the steel frame.

The ceiling in Thuan Phuoc Apartment is moldy and leaking, causing water to overflow into the flats every time it rains.

Outside Hoa Cuong Apartment, the walls are crumbling, covered in roots.

According to Ms. Duong Thi Phuong (resident of Thuan Phuoc Apartment), the columns in the apartment are cracked and peeled, with walls in the toilet also peeling and leaking water. “Recently, the authorities repaired and patched the cracked walls with cement, but we are still worried about the quality of the construction. I hope to be relocated soon to stabilize our lives,” said Ms. Phuong.

According to the Da Nang Construction Department, these 3 apartments are in a deteriorated state and must be relocated and demolished according to the law. The Da Nang People’s Committee has assigned the Construction Department, Hai Chau District People’s Committee, Lien Chieu District People’s Committee, and the Management and Exploitation Center of affordable housing to survey the needs of the households renting the apartments and propose relocation and resettlement plans. At the same time, the department has also suggested that the residents cooperate with the city’s authorities to survey and evaluate their renting or purchasing needs for affordable housing that is suitable for each household’s conditions in order to implement the relocation and resettlement plans approved by the authorities.

To facilitate relocation, the Construction Department proposes two options: continuing to rent apartments or affordable housing owned by the state in other apartment buildings within the city (option 1), or purchasing apartments or affordable housing funded by the city’s budget (option 2).
