The Plan’s content consists of organizing propaganda, dissemination, and legal education about identity cards; organizing in-depth training, professional development for leaders of agencies, organizations, and individuals directly involved in identity card management work; compiling documents serving the dissemination of the Identity Card Law and guiding documents for implementation, training materials, professional development in identity card management; reviewing legal normative documents; drafting detailed legal normative documents governing the content assigned in the Identity Card Law; organizing the connection and information sharing with the National Database on Population, the Identity Card Database.
At the same time, it ensures conditions for means and technical solutions to organize the implementation of biometrics such as irises, DNA, voice; integrating and exploiting information in the identity card and electronic identity card; expanding the connection and information sharing in the National Database on Population, the Identity Card Database; organizing inspection of the implementation of the Identity Card Law and related detailed legal normative documents, guiding the implementation of the Law.
In particular, the relevant ministries and sectors will continue to promote the connection and information sharing between the National Database on Population, the Identity Card Database, and the national database, specialized databases, and other databases as prescribed by the Identity Card Law and relevant detailed legal normative documents; ensuring information security, information safety, and personal data protection; proposing technology solutions, equipment investment, upgrading storage and processing systems for implementing iris collection; integrating information into the identity card, electronic identity card, and using and exploiting integrated information.
According to the plan, in 2024 and subsequent years, the Ministry of Public Security, the Ministry of Information and Communications; Radio the Voice of Vietnam, Vietnam Television, Vietnam News Agency, and other press agencies, radio, and television organizations shall organize propaganda, dissemination, and legal education on the participation of forces in safeguarding security and order at the grassroots level.
The Ministry of Public Security will take the lead in organizing training, professional development for officers and soldiers of the Police in units and localities related to the implementation of the Law on the Participation of Forces in Safeguarding Security and Order at the grassroots level. The Ministry of Public Security will compile documents serving the dissemination of the Law on the Participation of Forces in Safeguarding Security and Order at the grassroots level and related detailed legal normative documents for the implementation of the Law.
Further, the Ministry of Public Security will review legal normative documents related to the Law on the Participation of Forces in Safeguarding Security and Order at the grassroots level under the state management authority for buildings; the Ministry of Public Security shall review legal normative documents related to the Law on the Participation of Forces in Safeguarding Security and Order at the grassroots level in the fields and localities under the state management authority assigned and send the results to the Ministry of Public Security in June 2024 to summarize and report to the Prime Minister.
The Ministry of Public Security will take the lead in developing a Decree detailing some provisions of the Law on the Participation of Forces in Safeguarding Security and Order at the grassroots level (building, promulgating according to shortened procedures), submitting/publishing before July 1, 2024; developing a Ministerial Regulation of the Ministry of Public Security detailing some provisions of the Law on the Participation of Forces in Safeguarding Security and Order at the grassroots level, term of submission/publishing, effect before July 1, 2024.
The People’s Committees of provinces, centrally-run cities will develop a unified plan to organize forces participating in security and order protection at the grassroots level as stipulated in Article 14, Clause 1 of the Law on the Participation of Forces in Safeguarding Security and Order at the grassroots level (unifying forces protecting neighborhood/local police officers currently in use and team leader, deputy team leader, neighborhood police, ensuring the organization of implementation synchronized and uniform with the effective implementation timeline of the Law on the Participation of Forces in Safeguarding Security and Order at the grassroots level from July 1, 2024.
