Adjustment of toll fees for the BOT Provincial Road 830 Project back to the initial level

Starting from March 1, 2024, the service fee for using the road on the BOT Provincial Road 830 project will be adjusted back to the initial level as stipulated in the signed contract with the investor. After the price adjustment, the toll collection period for the project will be reduced from 19 years to 17 years and 7 months.

Increasing fees in accordance with the roadmap for toll price increases in contract number 49 / HD. BOT. SGTVT on November 14, 2016. According to research, since it started operating on June 18, 2018 until now, BOT Provincial Road 830 (belonging to Bamboo Capital Group – HoSE: BCG) has collected lower fees compared to the financial plan in the contract signed with Long An province in order to facilitate the use of services for the people.

As projected, in 2020, the fees for road usage services of the project will be adjusted and increased. However, during this period, the COVID-19 pandemic has impacted production and the lives of people. Therefore, in response to the directions of the People’s Committee of Long An province, BOT Provincial Road 830 has postponed collecting fees during this time to support the people and the local area in fighting the pandemic.

Although applying lower fees than the approved rates and postponing fees during the pandemic, the operating costs of the project’s investors, bank loan interest, and regular maintenance and repair costs have all increased compared to the initial financial plan.

To ensure the return on investment time and the legitimate rights and interests of investors, the road usage service fees of the BOT Provincial Road 830 project will be adjusted to the initial prices in 2018 when the road was newly put into operation.

Specifically, the adjusted road usage service fees will increase from 5,000 VND/ticket/journey, including: Vehicles with less than 12 seats, trucks with a load of less than 2 tons, and public passenger transport buses will be subject to the fee of 30,000 VND/ticket/journey; vehicles with 12 to 30 seats; trucks with a load of 2 to less than 4 tons will be subject to the fee of 50,000 VND/ticket/journey; vehicles with 31 seats or more; trucks with a load of 4 to less than 10 tons will be subject to the fee of 60,000 VND/ticket/journey.

For trucks with a load of 10 to less than 18 tons and container trucks with a length of 20 feet, the fee will be 95,000 VND/ticket/journey. For trucks with a load of 18 tons or more and container trucks with a length of 40 feet, the fee will be 175,000 VND/ticket/journey (both increased by 10,000 VND/ticket/journey).

Regarding monthly tickets, depending on the number of seats, the lowest price is 720,000 VND/ticket/month, and the highest price is 4,200,000 VND/ticket/month; for quarterly tickets, the lowest price is 1,944,000 VND/ticket/quarter, and the highest price is 11,340,000 VND/ticket/quarter.

Transportation vehicles operated by owners with businesses whose main headquarters are within the range of An Thanh Bridge (Km1+052, DT.830) in An Thanh commune, Ben Luc district, to Huu Thanh intersection (Km19+590, DT.830) in Huu Thanh commune, Duc Hoa district, will have the monthly and quarterly ticket prices (depending on the number of seats) lower than those for owners operating outside the area, with the lowest price starting from 180,000 VND/ticket/month and the highest price of 1,050,000 VND/ticket/month; for quarterly tickets, the lowest price is from 486,000 VND/ticket/quarter and the highest price is 2,835,000 VND/ticket/quarter.

Public passenger transport vehicles such as inter-provincial buses and worker shuttle buses will have a fee of 30,000 VND/ticket/journey, 450,000 VND/ticket/month, and 1,215,000 VND/ticket/quarter.

For owners who do not operate and have permanent residency in communes within the range of An Thanh Bridge (Km1+052, DT.830) in An Thanh commune, Ben Luc district, to Huu Thanh intersection (Km19+590, DT.830) in Huu Thanh commune, Duc Hoa district, vehicles with less than 12 seats to 30 seats will be completely exempt from one-way, monthly, and quarterly tickets.

The ticket prices in the above road usage service fee schedules already include a 10% VAT. However, at present, the Government is applying a policy to reduce the VAT rate to 8% according to Decree 94/2023/ND-CP. Therefore, the Department of Transport of Long An province will review the guidelines of the Ministry of Transport regarding the adjustment of ticket prices from 10% VAT to 8% for the project during the period from March 1, 2024 to when Decree No. 94/2023/ND-CP expires on June 30, 2024 or is replaced by new regulations.

Provincial Road 830, managed and operated by BOT DT 830 Company, is the first transportation project in Long An province built in BOT form (businesses build and operate, then transfer to the state after recovering investment). On November 17, 2016, BOT Provincial Road 830 project was officially launched by the Consortium Company Bamboo Capital Joint Stock Company (HoSE: BCG) and B.Duong Investment, Construction, and Trade Co., Ltd. The project has a total investment of 1,079 billion VND, with a length of nearly 24 km, 4 lanes, and a designed speed of 80 km/h.

Thanks to the upgrading and expansion of the BOT Provincial Road 830 from An Thanh Bridge to Duc Hoa town since 2018, the transportation capacity of Long An province has increased significantly. The bottleneck in regional connectivity has been removed, and both sides of the road have become “hotspots” attracting investment, forming industrial clusters and bustling residential areas. The improved road has also contributed to reducing the number of traffic accidents in the area.
