On the morning of February 22, in Hanoi, the Ministry of Construction organized a national conference to implement the Project” Investing in the construction of at least 1 million social housing units for low-income people, workers in industrial zones in the period 2021 – 2030″ by 2024. Deputy Prime Minister Tran Hong Ha attended and directed the conference.
The conference was organized in a combination of direct and online form, through the meeting point of the People’s Committee of provinces and cities, with the participation of the leaders of the Central Economic Commission, the Ministry of Construction, the State Bank of Vietnam, the Social Policy Bank; representatives of the Ministry of Public Security, the Ministry of Natural Resources and Environment, the Ministry of Finance… leaders of provinces, cities and Departments of Construction, Planning – Architecture, Finance, Planning and Investment, Natural Resources and Environment… associations, enterprises participating in social housing investment…
In his opening speech, Minister of Construction Nguyen Thanh Nghi said that this conference has a very important and practical significance to evaluate the implementation process of the Project in the past time, identify difficulties, challenges, determine solutions to promote the implementation of the Project in 2024, in the context of the Project having been approved by the Prime Minister and has been implemented with many expectations and hopes.
Developing social housing, housing for workers is both one of the pillars of social security policies and an effective solution to promote socio-economic development, contribute to create housing supply, restructure the real estate market balance in the structure of real estate products, especially social housing segment, affordable housing for low and middle-income people today.
With the close direction, determination of the Government, the Prime Minister, the proactive involvement, responsibility of the ministries, sectors, the Central and especially the localities, the results of implementing the Project “Investing in the construction of at least 1 million social housing units for low-income people, workers in industrial zones in the period 2021 – 2030” have achieved important milestones.
“We all desire and expect positive results in the implementation of the Project in the coming time, especially through achieved milestones. However, it is necessary to honestly evaluate the implementation of the Project which still has many difficulties, existing limitations, and obstacles that need to be focused and resolved promptly”- Minister Nguyen Thanh Nghi said.
According to the Minister of Construction, the limitations, existence, and challenges in the Project implementation process need to be analyzed and evaluated by localities, real estate enterprises, social housing investors, professional associations, and participating banks at the conference to have solutions to overcome them.
In a summary report of the implementation results of the Project, Deputy Minister of Construction Nguyen Van Sinh said that up to now, the whole country has planned 1,249 land areas with a scale of 8,390 hectares for social housing, an increase of 5,031 hectares compared to 2020.
Results of implementing the social housing project, in the period from 2021 to the end of 2023, in the whole country, there have been 499 social housing projects implemented with a scale of over 411,250 units.
Among them, 71 projects have been completed with a scale of 37,868 units; started construction of 127 projects with a scale of over 107,896 units; approved investment decision on 301 projects with a scale of about 265,486 units.
In implementing Resolution No. 11/NQ-CP of the Government, concerning enterprise support capital, based on reviewing the specific conditions stipulated in Decree No. 31/2022/NĐ-CP, up to now, the Ministry of Construction has announced three times the list of projects eligible for loans on the Electronic Portal of the Ministry of Construction and sent to the State Bank with the number of 24 social housing projects, affordable housing, old apartment building renovation with conditions, with a scale of 20,188 units, a total investment of 19,014 billion VND, and capital borrowing needs according to proposals of localities about 7,516 billion VND…
Regarding the support capital of 120,000 billion VND according to Resolution No. 33/NQ-CP, March 11, 2023, currently, there are 27 localities announcing the list of 63 projects eligible for loans under the 120,000 billion VND credit program with capital borrowing needs of more than 27,966 billion VND.
Up to now, there have been 5 social housing projects implemented in 5 localities with disbursed capital of about 416 billion VND. Localities have registered to complete the construction of 108 social housing projects, with a scale of 47,532 apartments in 2024…
