The Provincial People’s Committee of Thua Thien Hue is organizing a public consultation on the plan to establish a centrally-run city and organize the arrangement and establishment of district-level and commune-level administrative units based on the province’s administrative boundaries. This process will be carried out until March 2, 2024.

The public consultation includes the following content: the plan to establish a centrally-run city based on the administrative boundaries of Thua Thien Hue province; the plan to divide the existing city of Hue into two districts, North and South; the plan to arrange and establish districts, towns, and communes within the districts and towns.

In relation to this event, Mr. Nguyen Van Hoa – from the Provincial Historical Science Association of Thua Thien Hue – has proposed naming the two districts in the North and South of the Perfume River. Specifically, “the North of the Perfume River district should be named Huong Giang, and the South of the Perfume River district should be named Huong Ngư,” Mr. Hoa informed Thua Thien Hue newspaper.

4 districts, 1 city, 1 town, and 4 districts

Thua Thien Hue province is located on the central coast of Vietnam with an area ranking 30th in the country, over 5,000km2; and a population of 1.16 million people as of 2022.

According to the 2021-2030 Provincial Planning of Thua Thien Hue approved by the Prime Minister with a vision to 2050, by 2025, Thua Thien Hue will become a centrally-run city. The province will have 9 administrative units including 2 districts (in which Hue city is divided into North of the Perfume River district and South of the Perfume River district), 3 towns (Huong Thuy town, Huong Tra town, and Phong Dien town), and 4 districts (Phu Vang district, Quang Dien district, A Luoi district, and the anticipated merger of Phu Loc district with Nam Dong district).

By 2030, the centrally-run city of Thua Thien Hue will become a unique heritage urban area of Vietnam; one of the prominent centers in the Southeast Asia region for culture, tourism, and specialized healthcare services; one of the major centers in the country for multidisciplinary, high-quality scientific and technological research and education and training; and a strong maritime economic center for the whole country…

The 9 administrative units include: 3 districts (North of the Perfume River district, South of the Perfume River district, and Huong Thuy district), 2 towns (Huong Tra town, Phong Dien town), and 4 districts (Phu Vang district, Quang Dien district, A Luoi district, and Phu Loc district – Nam Dong district); investing in the construction of the Cham May urban area (including the Cham May – Lang Co economic zone and its expansion) to meet the standards of a third-grade urban area.

Looking ahead to 2050, Thua Thien Hue – a centrally-run city – will have a central urban model consisting of 4 districts (North of the Perfume River district, South of the Perfume River district, Huong Thuy district, Huong Tra district); 1 city (Cham May city); towns and districts. Focus will be on developing Cham May city into a smart, modern urban area following the “city within a city” model, closely linked to the coastal economic zone, and creating momentum for economic and social development after 2030.

Therefore, as part of the process to become a centrally-run city, by 2050, Thua Thien Hue will have 4 districts, 1 city, 1 town, and 4 districts.

In specific terms, the two districts in the North and South of the Perfume River will be separated from Hue city; Huong Thuy town and Huong Tra town will be upgraded to districts.

The North and South of the Perfume River districts are the central areas of the region, they are heritage urban areas, playing a key role in the economic and social development of the province. They are the political, cultural, tourism, sports, healthcare, education, and scientific and technological centers. Huong Thuy district will develop as an airport urban area associated with Phu Bai international airport, industrial parks, and dynamic industrial complex; Huong Tra will become a satellite town.

The Cham May – Lang Co economic zone and its expansion will be upgraded to a city, meeting the standards of a third-grade urban area. Cham May city will become a smart, modern urban area following the “city within a city” model, closely linked to the coastal economic zone, and creating momentum for economic and social development after 2030. It will have a high-speed La Son – Tuy Loan expressway transportation system and the deep-water Chan May port serving tourism and large-scale cargo transportation. Develop coastal urban areas associated with the Tam Giang – Cau Hai lagoon system.

Thua Thien Hue will also establish Phong Dien town. The four districts include Phu Vang district, Quang Dien district, A Luoi district, and the merger of Phu Loc district with Nam Dong district.

In particular, Phong Dien – Quang Dien – A Luoi towns belong to the Northwestern urban area. The central urban area is the Phong Dien urban area, connected to the Dien Loc port and the Phong Dien industrial zone, which is the driving force in the northern part of the province; it is the northern gateway connecting the provinces of Quang Tri, Quang Binh, and Mekong subregion countries.

Phu Vang, Phu Loc – Nam Dong districts belong to the Southeastern region of Thua Thien Hue province.
