Prime Minister urges acceleration of upgrading of investment plan for expressways

Prime Minister Pham Minh Chinh has recently signed Dispatch No. 16/CD-TTg dated February 21, 2024, to accelerate the research and implementation of upgrading the existing expressway routes that are currently in operation and undergoing phased investment.

The 13th Party Congress has identified infrastructure development as one of the three strategic breakthroughs, creating new development space, momentum, promoting socio-economic development, ensuring national defense and security, and setting a target for the country by 2030, striving for about 5,000 kilometers of highways. Recently, the central and local authorities have actively implemented highway construction projects. Up to now, the whole country has put into operation nearly 1,900 kilometers of highways, and is striving to have over 3,000 kilometers of highways by 2025.

The capital demand for investment in the high-speed road system is very large, while resources are still limited; in order to meet the socio-economic development needs of localities and regions, the Ministry of Transport and localities research and propose investment in some high-speed road sections according to phased scale. Early operation of high-speed road sections has contributed to promoting socio-economic development, but the operation of phased-scale high-speed road sections still has some limitations such as the risk of traffic accidents, traffic congestion, traffic accidents (such as the accident on the Cam Lo – La Son highway on February 18, 2024).

Early investment focus on 2-lane high-speed road sections

The Prime Minister has issued many documents directing ministries, research agencies, and remedying these limitations. To promptly implement effective, timely, and immediate solutions to overcome existing limitations, enhance traffic safety, and improve the efficiency of operating high-speed road sections, the Prime Minister requested:

1. Minister of Transport

a) Direct functional agencies to immediately study rational, scientific, efficient traffic organization solutions and best control traffic activities to ensure traffic safety on phased-scale high-speed road sections, ensuring people’s lives, health, property;

b) Direct and coordinate with relevant localities to urgently study investment plans, upgrading the invested sections of the expressway to achieve complete high-speed highway scale and design standards, transportation needs according to the direction of the Prime Minister in the above-mentioned documents; In which, focus on early investment in 2-lane high-speed road sections. At the same time, review and supplement the complete, synchronized infrastructure works on the route (such as the intelligent transportation system, rest stops, …); report to the Prime Minister in March 2024;

c) Urgently coordinate with the Minister of Science and Technology to build and issue national technical standards for high-speed highways in the first quarter of 2024, as a basis for planning, designing, managing investment, construction, and safe, efficient operation of high-speed roads;

d) Urgently organize acceptance, finalize investment projects for phased-scale high-speed road projects as prescribed to soon implement investment and upgrade to complete high-speed highway scale according to high-speed highway standards and standards;

d) Presiding over and coordinating with localities to determine the scope, boundaries, area cleared, area to be cleared to implement investment, upgrade high-speed road sections to achieve complete high-speed highway scale, especially for 2-lane high-speed road sections.

2. Chairpersons of the People’s Committees of provinces and centrally-run cities urgently study and propose investment plans, upgrading the invested sections of the expressway according to phased scale, submitting to the Ministry of Transport before March 15, 2024; closely coordinate with the Ministry of Transport to review and implement land clearance for investment and upgrade of high-speed road sections.

3. Chairman of the State Capital Management Committee at Enterprises directs the Corporation for Investment and Development of Highways (VEC) to urgently study and propose investment plans, upgrading the high-speed road sections currently managed and operated according to the phased scale, submitting to the Ministry of Transport before March 15, 2024.

4. Minister of Planning and Investment takes the initiative to coordinate with the Minister of Transport, Minister of Finance and Chairpersons of the People’s Committees of provinces and centrally-run cities to propose arranging capital sources to soon implement investment and upgrade high-speed road sections currently in operation according to the phased scale.

5. Minister of Natural Resources and Environment, Minister of Agriculture and Rural Development, Chairpersons of the People’s Committees of provinces and centrally-run cities coordinate with the Minister of Transport to direct the review of land clearance needs, forest land use, land use to promptly make plans for the implementation of land use transformation, compensation, support, resettlement in accordance with regulations, ensuring the progress of investment and upgrading of high-speed road sections.

Continue reviewing potential traffic accident points to promptly address

6. The Ministry of Public Security directs the strengthening of propaganda, inspection, control, strict punishment of acts that endanger traffic safety, and violation of traffic laws; closely coordinate with the Ministry of Transport to continue reviewing “black spots,” potential points of traffic accidents to have timely solutions to overcome, minimize regrettable traffic accidents.

7. Assign Deputy Prime Minister Tran Hong Ha to directly direct ministries, agencies, localities to implement the tasks assigned by the Prime Minister in this Dispatch to expedite the progress of investment and upgrading of high-speed road sections currently in operation, currently invested according to the phased scale.

8. The Government Office monitors and urges the implementation of this Dispatch, timely synthesizes and reports to the Prime Minister, Deputy Prime Minister Tran Hong Ha on emerging issues.

Ministries, sectors, localities, agencies, and units concerned urgently carry out the tasks assigned in this Dispatch./.
