Risk of power shortage during dry season

The Electricity Regulatory Authority under the Ministry of Industry and Trade has announced that the National Power System Dispatch Center (A0) has implemented water retention for power generation, maximizing the efficiency of hydroelectric reservoirs, especially those with low water levels, in order to ensure electricity supply during this year's hot season.

According to the Electricity Regulatory Agency, starting from February 18th, A0 has maximized the operation of thermal power sources in the Northern region and transmitted on the 500kV Transmission Lines of the Central – North, the 500kV Transmission Line from Ha Tinh – Nghi Son 2 – Nho Quan in order to maintain water for the hydropower reservoirs in the Northern region.

Together with that, Ninh Binh Thermal Power Plant, Thai Binh 2 Thermal Power Plant, and BOT Nghi Son 2 Thermal Power Plant are mobilized to maintain water for the hydropower reservoirs in the Northern region, meeting peak demand and ensuring the security of electricity supply during the dry season for the Northern region.

In addition to increasing operation from thermal power plants, some gas turbine units in the Southeastern region and Southwest region are also started up to operate according to the appropriate gas, oil supply capacity and meet the peak load in the afternoon/evening of the Southern and national power system.

Many hydropower reservoirs in the Northern and Central regions have much lower water levels compared to the average for many years.

According to the Electricity Regulatory Agency, from the beginning of February until now, the water flow into the hydropower reservoirs in the Northern region is lower than the average for many years, ranging from 48% to 99%. Two hydropower plants, Thac Ba and Tuyen Quang, have better water inflows. In the Central region, most reservoirs have good water inflows, reaching or exceeding the average for many years, except for 14 reservoirs with lower water inflows.

“Hydropower reservoirs in Quang Tri, Binh Dien, Huong Dien, A Vuong, Song Tranh 2, Song Bung 2, Vinh Son A/B, Kanak, Song Ba Ha, Nam Kong 3, Ialy, Dak RTih, Dong Nai 3, Song Con 2A) only achieve about 18% to 98% of the average for many years. In the Southern region, reservoirs have lower water levels than the average for many years, ranging from 39% to 98%,” said the Electricity Regulatory Agency.

To ensure the security of electricity supply in the coming months, the Electricity Regulatory Agency has requested all power plants to ensure operational availability after repairs in preparation for the dry season of 2024. Power plants must guarantee stable coal supply with the quantity and quality meeting the power generation requirements of the power plants. Power plants using imported coal must regularly update the actual situation to adjust the coal import plan accordingly, especially power plants in the Southern region…

In a recent report sent to the Prime Minister regarding the electricity supply situation, the Ministry of Industry and Trade presented 2 scenarios for electricity supply. The Ministry of Industry and Trade calculated that the electricity demand growth rate could reach 8.96% this year. According to experts, the Northern region will still face electricity shortage for at least the next two years, as no new power sources have been added and put into operation in this region, while the electricity demand is increasing by about 10% per year.
