According to the decision to approve the preliminary evaluation results of the capacity and experience, both investors have achieved satisfactory results.
Specifically, the two investors are Nerahomes Joint Stock Company and the consortium of Tan Hung Company Limited and Nghệ An Agricultural Supplies Joint Stock Company.
In particular, Nerahomes, formerly known as Bach Cong Hung Joint Stock Company, was established in 2017 in Nghệ An province. The initial charter capital was VND 20 billion, with founding shareholders including Golden City Joint Stock Company holding 50%, Thai Duong Construction Company Limited holding 15%, and Mr. Tran Huu Thuat holding 35%. Initially, the company was represented by Mr. Tran Huu Ngoc (with the same residential address as Mr. Thuat) as the General Director and legal representative.
In March 2019, Mr. Ngoc was replaced by Mr. Bien Duc Cuong. In November 2023, the company’s charter capital increased significantly to VND 720 billion, and the shareholder structure was not disclosed. Half a month later, in December 2023, Mr. Cuong was replaced by Mr. Pham Tat Thang. On January 2, 2024, the company changed its name to Nerahomes as it is known today.
Meanwhile, the consortium consists of Tan Hung Company Limited and Nghệ An Agricultural Supplies Joint Stock Company. They are both businesses in Nghệ An province.
In particular, Tan Hung was established in 2000. According to the latest business registration information as of February 2022, the company has a charter capital of nearly VND 473 billion, with shareholders including Hoang Van Nguyen (holding the position of General Director and legal representative) with 61.057%, Mr. Hoang Van Hai with 20.085%, Ms. Hoang Dung Thuy Ngoc with 7.4%, Ms. Bui Thi Bac with 4.44%, Mr. Hoang Khanh Nghien with 4.693%, and Ms. Nguyen Thi La with 2.326%. Among them, Mr. Nguyen, Ms. Ngoc, and Mr. Nghien (formerly) have the same residential address.
Nghệ An Agricultural Supplies Joint Stock Company was established in 2013 with Mr. Truong Van Hung as the General Director. Its main registered business activities are wholesale of fertilizers and other agricultural chemicals (excluding plant protection, veterinary drugs), and wholesale of industrial chemicals.
The eco-urban area in Thuy Thanh commune covers an area of 56.69 hectares, with a designed capacity of 1,000 low-rise houses (terraced houses, villas), approximately 11.8 hectares of commercial service floors, and educational facilities. The estimated population is 3,500 people.
The current situation mainly consists of land for rice cultivation, approximately 51.6 hectares, and the remaining area is for transportation and irrigation purposes.
The total investment capital is estimated at VND 4,304 billion, including implementation costs of VND 4,186 billion and compensation and resettlement support costs of over VND 118 billion. The project implementation schedule is no more than 84 months from the date of land handover on the spot, of which the completion time for technical infrastructure investment is no more than 36 months from the date of land handover on the spot.
According to the detailed plan (scale 1/2000) for the Thanh Toan eco-urban area, it covers an area of over 512.2 hectares. Specifically, about 237.1 hectares belong to Thuy Duong ward, about 112 hectares belong to Thuy Phuong ward, and about 163.1 hectares belong to Thuy Thanh commune. The planned population by 2030 is about 24,500 people.

In terms of functional zones, the Thanh Toan urban area is divided into 3 areas, including: the northern area of the extended To Huu Street with a scale of about 112.33 hectares and a population of about 5,400 people. This is an ecological urban area with many green spaces and water surfaces, transitioning harmoniously from modern ecological spaces to traditional agricultural village spaces located in the northeast of the planned area.
The central area is limited from the south of the extended To Huu Street to Loi Nong River, with a scale of about 177.7 hectares and a population of about 10,300 people. It is the central area of Thanh Toan urban area with highlights including cultural and entertainment services; the central boulevard (connecting the extended To Huu Street – D12 Street – Nguyen Tat Thanh Street); and ecological residential areas with full public utilities.
The third area is located south of Loi Nong River, with a scale of about 222.2 hectares and a population of about 8,800 people. This is the area where commercial services along the river are concentrated, with highlights including the national and international exhibition center and ecological residential areas with full public utilities; conveniently connected to Zone A – An Van Duong new urban area.
