The Advisory Council for the Implementation of Resolution 98 has sent a document to the People’s Committee of Ho Chi Minh City regarding some recommendations related to the implementation of Resolution 98/2023 of the National Assembly in Ho Chi Minh City.
Accordingly, the Advisory Council for the Implementation of Resolution 98 continues to support the construction of a comprehensive master plan for a 200km urban railway system for Ho Chi Minh City to be submitted to the Politburo and the National Assembly for approval. This includes decentralization and delegation of decision-making authority to the city for component projects.

For the 14 recommendation mechanisms in the Urban Railway Project, the drafting committee is recommended to group them into 5 categories to make the recommendation mechanisms more focused, clear, and avoid scattered proposals.
The Advisory Council for the Implementation of Resolution 98 proposes to conduct additional research on mechanisms and policies for training human resources, step by step meeting the management and implementation capacity of the project before, during, and after the formation of the plan.
In addition, the People’s Committee of Ho Chi Minh City proposes to the Government to issue national standards for urban railway systems.
The Advisory Council for the Implementation of Resolution 98 assesses that the capacity of state management and the capacity of public servants today is a matter that needs to be improved in the current context. Therefore, it proposes to quickly and decisively implement the excellent and effective public administrative foundation project.
At the same time, in March 2024, a workshop and seminar on “Challenges in enhancing the capacity of the city’s public administrative foundation and solutions” will be organized.
