Gold abandoned land proposal for auction
In 2024, the Department of Natural Resources and Environment (NRE) of Dong Nai province proposed the province to auction the right to use 17 lots of land in Bien Hoa city and the districts of Trang Bom, Thong Nhat, Long Thanh… with a total area of nearly 410 hectares and an estimated value of over 7,700 billion VND.
Many gold abandoned lands
The old 71 Guest House is located on Ha Huy Giap Street (Quyet Thang ward), one of the widest and most beautiful streets in Bien Hoa city. For a long time, the old 71 Guest House provided accommodation, conference, and wedding services. In recent years, this golden land has been left unused, causing wasteful use of public land. Passing by every day on his way to work, Mr. Nguyen Thanh – a resident of Quang Vinh ward, Bien Hoa city – feels regret and hopes that the province will soon auction the land to provide additional resources for the budget and build a landmark for Bien Hoa city.
The 71 Guest House covers an area of 4,400 square meters and is zoned for commercial and service purposes. Dong Nai province is expected to auction it in September 2024 with a starting price of nearly 100 billion VND.
Not far from there, there is a piece of land at plot 19, sheet 22, Tan Hiep ward, Bien Hoa city. It covers an area of over 7,300 square meters and is expected to be auctioned in June 2024 with a price of over 140 billion VND. This land is located at a beautiful intersection and is planned for a residential project. Currently, it is an abandoned land with overgrown vegetation, surrounded by metal sheets.
For some large-sized plots of land, Dong Nai province plans to organize auctions for a 352-hectare plot of land in Doi 61 commune (Trang Bom district); a 4.8-hectare cast iron industry cluster in Tan An commune (Vinh Cuu district); a 2.2-hectare market and market town project in Tam An commune (Long Thanh district), etc. The auctions are expected to take place from May to September 2024.
In Ba Ria – Vung Tau province, the Department of NRE said that the locality has planned to auction 20 plots of land in 2023 and 2024. However, until now, only 7 plots of land meet the conditions for infrastructure, planning, and land to be auctioned, and the rest still need further processing. The auctions are scheduled to be held from the second quarter of 2024. These include a 13.8-hectare plot of land at Nghinh Phong Cape, Ward 2; a 3.9-hectare plot of land in Ward 11; a 2.87-hectare plot of land in Thang Tam ward (Vung Tau city); plots of land measuring 0.66 ha, 0.47 ha, and 0.68 ha in Long Hai town (Long Dien district); and a 1.7-hectare plot of land in Phu My ward (Phu My town).
Among them, the most notable is the 13.8-hectare plot of land at Nghinh Phong Cape, which is planned for commercial and service purposes, with the investment goal of forming a high-standard synchronized tourism infrastructure area to meet the needs of sightseeing, festivals, and leisure tourism, entertainment for tourists…
In addition, the 2.87-hectare plot of land in Thang Tam ward is also a sought-after golden land. Currently, the Provincial Land Development Center is coordinating with the asset value appraisal unit to submit to the Provincial Department of Finance for the appraisal of asset value.
Accelerating the organization of auctions
Currently, the Dong Nai Department of NRE has developed a detailed plan to complete legal procedures and the expected time to organize auctions of land use rights in 2024. Dang Minh Duc, Director of the Dong Nai Department of NRE, said that in 2024, the department will develop a plan and create a Gantt chart with specific tasks and implementation timeline for each related unit.
According to Vo Van Phi, Vice Chairman of the Dong Nai Provincial People’s Committee, the province is making efforts to increase revenue from land auctions to ensure a sufficient source of funding for public investment projects and key projects of the province. Therefore, departments, branches, and localities are required to make more efforts and be more responsible, as well as come up with solutions to accelerate the organization and implementation of land use rights auctions at the local and provincial levels.
Accordingly, the Department of NRE is responsible for developing, implementing, and urging relevant units to implement land auction plans. The Department of Planning and Investment and the Department of Construction provide guidance and support for localities to complete legal procedures for land, land use planning, detailed land use planning, and construction planning, in order to ensure that the land meets the necessary conditions for early auctions. The People’s Committees of districts and cities are responsible for coordinating with departments and branches of the province to implement land-related procedures, land use planning, detailed land use planning for auctioned provincial land.
Phan Van Manh, Deputy Director of the Ba Ria – Vung Tau Department of NRE, said that the department proposes that the Provincial People’s Committee allow the determination of the starting price for auctioned land without sufficient data to apply the comparison method and the surplus method after the issuance of the amended Decree 44/2014/ND-CP of the Government to calculate the price.
In case it is still necessary to determine the starting price for auctioned land without sufficient data to apply the comparison method at the current time, the Provincial People’s Committee recommends that the Ministry of NRE specify the adjustment rate for the price based on the different factors of the land plots compared to the land plots to be priced, as a basis for implementation…
In addition, the department proposes that the Provincial People’s Committee assign departments and branches to coordinate the implementation of investment procedures, detailed planning at a scale of 1/500, basic design, construction permits, environmental permits, and investment project preparation… for the auction winners. At the same time, coordination and review of legal matters are required to ensure the complete contents and compliance with legal regulations on land, investment, construction, asset auctions, budgets, tax management… in the process of developing auction plans and making auction decisions.
