Director of Inspection Center Faces Bribery Charges

Nguyễn Văn Thái, the director of Vehicle Inspection Center 29-14D, is accused by the prosecution agency of instructing his subordinates to demand money from vehicle owners in exchange for overlooking any vehicle faults found during the inspection process.

Institute of People’s Prosecutor of Hanoi City completed the indictment of the accused Nguyen Van Thai (born in 1980, former director of Center for Vehicle Registration No. 29-14D) for the crime of “Accepting Bribes”.

Along with the above-mentioned charges, the Institute of People’s Prosecutor also indicted the accused Do Van Dat (born in 1986, former deputy director of Center for Vehicle Registration No. 29-14D) and 3 former employees of Center for Vehicle Registration No. 29-14D, including: Pham Quang Huan (born in 1994), Pham Van Hung (born in 1991), Nguyen Hoang Long (born in 1988).

According to the indictment, Center for Vehicle Registration No. 29-14D has been operating since March 28, 2018, at the address of Thanh Oai Industrial Cluster (Bich Hoa commune, Thanh Oai district, Hanoi City). In 2020, Nguyen Van Thai instructed Do Van Dat and vehicle inspectors that if they find any errors in the vehicles during the registration process, they should exchange them with the vehicle owners for money in order to overlook the errors and issue the registration certificates.

For each error overlooked, the vehicle inspector receives an amount of money ranging from 100,000 dong to 300,000 dong. In addition to implementing Nguyen Van Thai’s instructions in finding errors in the vehicles to make money, if the vehicle owners proactively give money as gratitude, the vehicle inspectors still accept it to share among themselves.

Pham Van Hung and Nguyen Hoang Long are the ones who receive money from the vehicle owners for registration and then hand it over to Pham Quang Huan for consolidation and reporting to Nguyen Van Thai for distribution among the vehicle inspectors and employees of the center.

The Institute of People’s Prosecutor determined that in addition to their legal salaries, Nguyen Van Thai received 700 million dong, Do Van Dat received from 100 to 150 million dong, Pham Quang Huan, Pham Van Hung, and Nguyen Hoang Long each received 150 million dong.

The total amount of money that Nguyen Van Thai and his accomplices at Center for Vehicle Registration No. 29-14D received from the vehicle owners for registration, in addition to the prescribed fees, is more than 1.7 billion dong, of which the bribe money is nearly 70 million dong and the amount of illegal benefits is more than 1.6 billion dong.

So far, Pham Van Hung and his accomplices in the case have handed over to the investigative police agency, Hanoi City Police, the total amount of money they received, which is more than 1.7 billion dong.
