Deputy Minister of Transport: 5 dual-lane highways to be expanded

The Minister of Transport has announced that there will be 5 expressways with 2 lanes upgraded to a full expansion of 4 lanes as directed by the Prime Minister.

At the Government press conference in February 2024 this afternoon (3/2), Deputy Minister of Transport Nguyen Duy Lam shared solutions to upgrade and complete the 2-lane phased investment highways, after a serious accident on the Cam Lo – La Son highway in February. 2.

Currently there are 5 2-lane phased highways, which will be prioritized for completion first; then upgrade and complete with limited 4-lane routes.

With the La Son – Hoa Lien expressway, the Ministry of Transport has reported, balanced arrangement of capital sources from the central budget, the Ministry of Transport strives to start expansion at the end of this year, completing in 2025 – 2026.

The Hoa Lac – Hoa Binh expressway, the Prime Minister assigned the Hoa Binh Provincial People’s Committee as the management agency, invests in the form of BOT. Currently, Hoa Binh province has approved the investor to expand the project.

Yen Bai – Lao Cai route belongs to Noi Bai – Lao Cai expressway, invested and managed by Vietnam Expressway Corporation (VEC), has a plan to expand to 4 lanes.

Thai Nguyen – Cho Moi and Cam Lo – La Son routes, the Ministry of Transport is requesting the project management boards to urgently report and propose capital plans.

“The limited 4-lane phased routes, without emergency stopping lanes, the Ministry of Transport will continue to review reports of competent levels to allocate funds, deploy and complete in the coming time period,” Deputy Minister Lam said.

Earlier, Prime Minister Pham Minh Chinh issued Directive No. 16 requesting the Ministry of Transport to speed up the implementation of phased investment highways, especially 2-lane expressways.

The Ministry of Transport has directed urgent agencies to review and complete infrastructure structures, traffic organization plans to improve safety of operation on limited 4-lane phased routes and 2-lane expressways without rigid separation strips, without emergency stopping lanes…

The Ministry of Transport is also reviewing the traffic speed to ensure the highest safety, and coordinating with Traffic Police and local police to review and strictly handle violations.

Regarding the Prime Minister’s urgent directive to establish national standards for expressways, the Ministry of Transport’s leadership said it has completed the draft standards and is sending it to the Ministry of Science and Technology for comments.

After receiving the comments of the Ministry of Science and Technology, the Ministry of Transport will complete the national technical standards for expressways and will issue them in the first quarter of 2024.

In particular, the Ministry of Transport has directed the expansion and upgrade of phased investment highways, requiring the project management boards to urgently review and submit reports to the Ministry of Transport.
