At the Spring Meeting of typical state-owned enterprises on the morning of March 3, Minister of Industry and Trade Nguyen Hong Dien said that regarding some opinions related to the mechanism of rooftop solar development, the total national power source by 2030 has been determined very clearly, in which the power structure is allocated clearly. If we now develop rooftop solar power while not being able to regulate and not having enough stable power source to ensure the stable operation of the power system, this is a challenge.
“Even developed countries in the world cannot develop rooftop solar power in a random or massive way,” Mr. Dien said.

According to Minister Dien, if rooftop solar power is not connected to the grid, does not depend on the national power system, and does not use national power source, then it is normal. However, if we both use the national power source and develop rooftop solar power, that is a significant challenge to the power security of each country.
Previously, Mr. Dang Hoang An, Chairman of Vietnam Electricity Group (EVN) said that Vietnam’s power industry after nearly 69 years of development has a system scale that ranks first in Southeast Asia. Vietnam’s electricity output has also increased continuously over the years, from 2010 to 2019, our electricity growth rate was 10.35%.
In 2023 alone, there is an increase of 4.56%, the national electricity output is 280.6 billion kWh. EVN’s investment capital reaches VND 90,997 billion, the disbursement is VND 87,545 billion, the highest among state-run corporations and corporations. Commencing 146 projects, completing construction of 163 power projects with voltage levels of 110-600kV.
Currently, EVN supplies electricity to 11 out of 12 island districts nationwide, including Truong Sa island district. The rate of people across the country having access to electricity is 99.74%. In rural areas, the rate of households having access to electricity reaches 99.6%.
In 2023, EVN and its affiliated units will contribute VND 21,000 billion to the state budget.
“However, EVN’s performance in 2023 also faces many difficulties, including power shortage occurring in early May and early June, although it only lasts for 2-3 days in the Northern region, it still significantly affects the lives, production, and business of the people and enterprises. This is a profound lessons that EVN is still analyzing, dissecting, and taking measures to overcome in order to perform better in the future,” Mr. Dang Hoang An said.
According to the Chairman of EVN, in 2024, the Group commits to ensure sufficient power for production, business, and daily life of the people, to meet the target of GDP growth from 6-6.5%, and not to cause power shortage in any situation as directed by the Prime Minister.
EVN has prepared scenarios for high growth in electricity demand (9.18% or higher), the total system electricity output can reach 306.4 billion kWh (increasing 26 billion kWh compared to 2023).
In addition, EVN also strives for financial balance; ensuring employment, living standards for workers; implementing strong and effective measures to improve labor productivity; transparency in activities, anti-corruption, negative issues; increasing responsibility to the community, society, and better serving customers.
“The Group is focusing on reforming working methods, revising and replacing internal management regulations according to increasing decentralization, delegation of authority, linking authority with responsibility; enhancing education on ideology and ethics for officials, party members, and workers; stating the responsibilities, daring to take responsibility of the leaders at all levels,” emphasized the Chairman of EVN.
