Why Did Your Home Electricity Bill Increase Last Month?

In recent days, many customers in Hanoi have been surprised by their skyrocketing electricity bills, which have even doubled compared to previous months. In fact, at the end of September and the beginning of October 2023, there have also been numerous reports from customers in Ho Chi Minh City and other areas in the North about high electricity bills.

Electric industry in these localities has also explained to customers about the route of recording unified electricity meter indexes on the last day of the month nationwide as requested by State Auditors and will complete this task by 2025.

Hanoi Power Corporation (EVNHN) is currently selling electricity to about 2.8 million customers, with 100% of electricity services provided online on digital platforms. This is a favorable condition for EVN Hanoi to speed up the roadmap of converting unified electricity meter indexes to the end of the month, to be completed in 2024 – 1 year earlier than the government’s requirement in 2025.

EVN Hanoi has started the process of recording electricity meter indexes on November 30, 2023, in districts and communes that meet the conditions of technical infrastructure, human resources (such as meeting 100% of electronic meters…).

Mr. Nguyen Dinh Thang – Deputy Director of the Department of Industry and Trade of Hanoi said that the Department has a directive document, unified on the city’s territory regarding the change of recording EVN Hanoi’s electricity meter indexes, because this is a necessary task, ensuring uniformity in management, minimizing errors in the process of recording indexes and settling invoices as well as ensuring fairness for electricity consumers (including households for living consumption and production households).

“Changing the recording of electricity meter indexes is also directed from state management to businesses, to the people. Unifying the meter reading day will guarantee the rights of electricity consumers, as well as facilitate the management, operation, and settlement of the electricity selling units and the electricity users. We have been eager for a long time for this work according to our state management. However, now that we have taken control and have made a strong digital transformation, applying this is very good and appropriate” – Mr. Nguyen Dinh Thang – Deputy Director of the Department of Industry and Trade of Hanoi said.

Regarding the increase in electricity bills when the conversion of electricity meter indexes is concentrated on the last day of the month, Mrs. To Lan Phuong – Head of EVNHN Business Department explained: According to the schedule of meter readings in Hanoi, it takes place from the 3rd to the 20th of each month (depending on the area). When converting to the end of the month (specifically on the 30th of each month), the electricity bill will be higher than usual because the number of days of electricity consumption increases. EVNHN guarantees to ensure the rights of customers, and the calculation of electricity bills based on progressive rates will remain unchanged compared to before.

Mrs. To Lan Phuong – Head of EVNHN Business Department specified: “The change in the schedule of recording electricity meter indexes to the end of the month can be explained as follows: Normally, electricity consumers will record indexes from the 3rd to the 20th of the month. Instead of having customers pay electricity bills for 30 days, the actual number of days of electricity consumption can be from 41 to 58 days. The rights of customers will be ensured based on the adjustment of the actual number of days of electricity consumption. EVN Hanoi will base on the Decrees as well as the guiding Circulars of the state management agencies, and the usage levels for each progressive step will be adjusted according to the actual period of using electricity on that invoice”.

The fact that the deployment of recording electricity meter indexes on the last day of the month in some power units has led to an increase in electricity bills that must be paid by many consumers in this area. Nguyen Manh Hung – Chairman of the Vietnam Consumer Protection Association, said: “I think that certainly, there will continue to be more communication. Why, because there may be cases where natural electricity consumption sees it increase, then we have to analyze the reason why. It’s not because of consuming 1 while losing 1.5, it’s not like that, it’s still the same, but it’s because of the difference in recording, the recording period is different. – then definitely I think the electricity industry needs more communication, especially as it approaches the period of implementing this policy”.

Currently, in the city area, besides EVN Hanoi, there are still more than 100 organizations/businesses selling direct electricity energy to customers, including more than 60 organizations are energy service cooperatives, and the remaining are organizations, units in different areas, urban areas, industrial zones, apartment buildings …
