Former SCB chairman rewarded for executing Truong My Lan’s directives effectively

On the morning of March 7, at the trial of Ms. Truong My Lan and 85 other defendants in the Vạn Thịnh Phát case, Saigon Commercial Bank (SCB) and related units, after questioning the defendant Vo Tan Hoang Van – former General Director of SCB, it was the turn of defendant Bui Anh Dung – former Chairman of the SCB Board of Directors to be questioned.

Being introduced by Mr. Dinh Van Thanh – Chairman of the SCB Board of Directors as a gentle and non-destructive person, Bui Anh Dung was promoted by Truong My Lan to become Chairman of the Board of Directors of SCB since December 2020.

Responding to the court, Dung admitted the accuracy and completeness of the indictment against him. From 2013 to 2020, Dung signed 404 loan files, causing damage to SCB of over 187.6 trillion VND. From the end of 2020 to 2022, Dung signed 207 loan files, actively helping Lan to appropriate nearly 104.26 trillion VND, causing a loss of over 26.33 trillion VND.

Dung also confirmed the testimony of Vo Tan Hoang Van about the situation of SCB is completely accurate. Since working for SCB, Dung received the lowest salary of 70 million VND (in 2013) and the highest of 500 million VND. In addition, he received 500,000 shares (equivalent to 5 billion VND) during the Lunar New Year and a total of 40 billion VND in 2020 and 2021.

Similarly, defendant Tran Thi My Dung – former Deputy General Director of SCB admitted that from 2019 to August 15, 2022, she signed 617 loan files, helping Lan appropriate over 200.69 trillion VND, causing a loss of 69.023 trillion VND to SCB.

According to the indictment, from January 1, 2012 to October 31, 2022, Truong My Lan practically controlled the absolute majority of shares of SCB (from 85% to 91.5% of shares). As a result, Lan manipulated the entire operations of SCB, serving her various purposes.

The investigative agency determined that from January 1, 2012 to December 31, 2017, Lan instructed the fabrication of 368 loan files to withdraw money from SCB for various purposes.

As of October 17, 2022, the remaining debt was 132 trillion VND, which is unrecoverable and caused a loss of 64.6 trillion VND to SCB.

From February 9, 2018 to October 7, 2022, Lan instructed the fabrication of 916 loan files, embezzling 304 trillion VND from SCB, causing a loss of 129.4 trillion VND in interest generated from the misappropriated principal.

In 10 consecutive years (from 2012 to 2022), SCB disbursed over 2,500 loans to the Lan group with a total amount of over 1,066 trillion VND – accounting for 93% of the bank’s loan amount. By 2022, the Lan group still had nearly 1,300 loans, with a debt of over 677 trillion VND that falls into the category of unrecoverable. The actions of Lan and her accomplices caused a loss of 498 trillion VND to SCB.

To serve her illegal activities, Truong My Lan established and built more than 1,000 enterprises, including subsidiary companies, domestic and foreign subsidiaries, divided into various layers, with Vạn Thịnh Phát Group playing a central role, holding shares and controlling the entire operations of companies in the ecosystem and usually not directly involved in business activities.
