The above information was provided by the Chairman of the National Assembly Vuong Dinh Hue when concluding at the second national conference on the implementation of laws and resolutions of the 6th session and the 5th extraordinary session of the 15th National Assembly organized by the Standing Committee of the National Assembly on the morning of March 7th.

The Chairman of the National Assembly said that recently, there has been a new phenomenon in the information and propaganda work on draft laws with the participation of social media.

“Especially with the Land Law project, I am very pleased. There are TikTokers, Bloggers who analyze a law that can attract hundreds of thousands of views in just one livestream. People participate to analyze new points of this law for each subject,” said the Chairman of the National Assembly.

Referring to the role of social media in promoting communication for certain State-ordered film works, the Chairman of the National Assembly said that without the social media effect, people would not know about the films Dao, Pho and Piano.

“I think this is an experience for the Minister of Justice and the Chairman of the Legal Committee of the National Assembly to study carefully,” the Chairman of the National Assembly suggested.

Stating that the number of laws and resolutions passed at the 6th session and the 5th extraordinary session was both large and demanding in terms of progress, the Chairman of the National Assembly emphasized that implementation requires great concentration, effort, and determination from the agencies involved.

In the coming time, the Chairman of the National Assembly proposed that the Standing Committee of the National Assembly assign the agencies of the National Assembly to review, give opinions, and thoroughly examine the government’s report on the implementation of the requirements in the laws and resolutions.

The Chairman of the National Assembly requested the Government and the Prime Minister to adhere to the specific requirements for the implementation of each law and resolution passed at the 6th session and the 5th extraordinary session as stated in the report of the Standing Committee of the National Assembly.

“Comply with the Law on Promulgation of Legal Normative Documents, promptly build and promulgate 56 normative documents (including 29 decrees, 5 decisions, 22 circulars) and the Decree on the establishment, management, and use of the Investment Support Fund,” said the Chairman of the National Assembly, and requested that this task be ensured in terms of progress and quality to take effect in a timely manner along with the laws and resolutions.

The Chairman of the National Assembly particularly emphasized the issuance of guiding documents and detailed regulations without overlapping, causing difficulties, bottlenecks, and procedural violations in the implementation organization.

According to the Chairman of the National Assembly’s request, it is necessary to enhance the responsibility of leaders, the responsibility and proactive and positive attitude of civil servants, combined with strengthened inspection and supervision to prevent, detect, and promptly handle negative behaviors, “group interests,” and “local interests” in law enforcement; timely and effectively overcome the situation of pushing, avoiding, and irresponsibility in a part of officials and civil servants.
