Why Binh Thuan residents oppose the Nam Le Duẩn urban project?

The total investment for the Nam Le Duong Residential Area project is 463,948 million dong, funded by the Binh Thuan provincial budget and assigned to the People's Committee of Phan Thiet City as the project owner.

On March 5, Mr. Nguyen Van Dung, Secretary of the Party Committee of Ward 2, Phu Tai Ward (Phan Thiet City, Người Đưa Tin ) received information about the South Residential Area Project on Le Duan Street (from Quoc Lo 1 to Vo Van Tan Street).

According to Mr. Dung, “The amount of compensation for each household is currently unclear. The relocation site has not been determined. To implement this project, the provincial government needs to determine the land price, the specific compensation price for the people, and the price for them to buy and relocate. That’s why there are some households that do not agree with the implementation of the South Residential Area Project on Le Duan Street.”

“The neighborhood has organized many meetings to inform residents about the implementation plan of the project. However, some households do not agree with this project because it is related to the compensation price for the land. Many times, there have been suggestions during the meetings with the residents of Phu Tai Ward, but nothing has been resolved,” said the Secretary of Party Committee of Ward 2, Phu Tai.

The total area to be recovered in the South Residential Area Project on Le Duan Street is 48,915.4m2 (including 134 households, individuals, and 2 organizations). Specifically, the land area for 134 households and individuals is 41,034.6m2; the land area for 2 organizations (Phu Tai Ward People’s Committee and Truong Duong Co., Ltd) is 7,880.8m2.

The City People’s Committee of Phan Thiet has issued a plan to recover, survey, and announce the land recovery for 134 households and 2 organizations since October 2023.

Specifically, Phu Tai Ward People’s Committee has carried out the land recovery announcement for about 84 out of 136 announced cases, reaching 62%.

The City Development Fund for the land of Phan Thiet City has counted about 72 out of 136 cases of land recovery announcement. There were 91 records (72 records of land recovery announcement, 10 records of assets built on others’ land, and 9 additional records separated from the main land recovery announcement).

Out of the 72 cases of land recovery announcement, there were 63 established records, 6 households refused to be counted, 2 households had contact but did not cooperate, and 1 household agreed to be counted but did not sign the minutes.

It is known that the City Development Fund for the land of Phan Thiet City has held a meeting to determine the location, type of land, and current land use status to establish the specific land price for compensation; at the same time, they have sent a proposal to the Finance Department for reference in approving the budget for implementation.

On March 5, the press had a discussion with Mr. Nguyen Quoc Duy, Chairman of the People’s Committee of Phu Tai Ward, about many issues surrounding the South Residential Area Project on Le Duan Street. However, Mr. Duy refused to answer the questions due to the sensitive nature of the project.

The press contacted Mr. Le Thanh Son, Vice Chairman of the People’s Committee of Phan Thiet City, on March 4 to exchange information about the above-mentioned project.

He stated that he would provide information about the project to the press on March 5 due to his busy schedule. However, the press has not received any response from him.
