Deputy Prime Minister explains reason for tightening karaoke business restrictions

Deputy Prime Minister Tran Hong Ha emphasized the need for strict management of karaoke and nightclub services, which are sensitive venues with a high concentration of people, mostly young individuals who consume alcoholic beverages. These establishments pose potential risks associated with drug abuse, addiction, social issues, environmental pollution, and noise pollution.

On March 8th, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to the report on the review of the draft Decree amending and supplementing some articles of Decree No. 54/2019/ND-CP on karaoke business and discotheque services.

The report from the Ministry of Culture, Sports and Tourism (MCST) shows that currently, some provisions of Decree No. 54 have encountered difficulties and caused challenges for karaoke and discotheque businesses. Some regulations also fail to specify the content, referencing the laws on fire prevention, firefighting, rescue, and related standards and technical specifications consistently.

Therefore, the draft Decree has been updated and revised to include requirements for fire prevention, firefighting, and maintaining public order; as well as additional responsibilities for businesses and individual business households to ensure compliance with standards and technical specifications for fire prevention and firefighting.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasized that karaoke and discotheque services are sensitive activities, gathering a large number of people, mostly young people who consume drinks, potentially leading to drug and addiction problems, social vices, environmental pollution, and noise. Therefore, strict management is necessary.

In the long run, Deputy Prime Minister Ha stated that the issuance of karaoke and discotheque business licenses must comply with planning requirements, ensure safety and public order, fire prevention and firefighting, and not disrupt the lives of residents in residential areas. Karaoke and discotheque establishments that have been licensed must fully comply with fire prevention and firefighting standards and techniques.

Deputy Prime Minister Ha suggested that the MCST should consider and improve the decentralization of authority to localities, as well as clearly define the responsibilities of specialized state management agencies. Regarding the review of files and fire prevention and firefighting design, Ha emphasized the need for decentralization to district/commune levels and implementation in a proactive manner.
