On March 7, the Lam Dong Provincial Police Investigative Agency initiated legal proceedings, arrested and detained Mr. Le Ngoc Sanh – former Deputy Chairman of the Cat Tien District People’s Committee to investigate the acts of “Serious irresponsibility causing serious consequences”.
Accordingly, the Lam Dong Provincial Police Investigative Agency and the People’s Procuracy at the same level have executed a search warrant for the private residence of Mr. Le Ngoc Sanh to collect documents and related evidence for the investigation of the case.
Along with Mr. Sanh, the police have also prosecuted and detained Mr. Huynh Tri – Director of the Land Registration Office of Cat Tien District (former Head of the Department of Natural Resources and Environment of Cat Tien District) to investigate the same above-mentioned acts.
Both Mr. Sanh and Mr. Tri have been determined to have serious irresponsibility related to the construction of the Tu Nghia Water Reservoir project.
Preliminary information shows that the Tu Nghia Water Reservoir project was approved by the Lam Dong Provincial People’s Committee on November 28, 2008. The unit assigned to be the investor is the Center for Management and Operation of Public Works of Cat Tien District.
On August 29, 2011, the Center for Management and Operation of Public Works of Cat Tien District signed a contract with the Compensation and Site Clearance Board of Cat Tien District.
On December 26, 2011, the Cat Tien District People’s Committee issued a decision to approve the compensation, support, and resettlement plan (phase 1) implemented by the Board of Site Clearance, with Mr. Le Hai Nhi as the Director, Ms. Dinh Thi Quynh Giao as the Deputy Director, and Mr. Nguyen Quyet Thang as the staff.
By 2012, after the Site Clearance Board of Cat Tien District was involved in irregularities and was prosecuted, the Cat Tien District People’s Committee established the Compensation and Site Clearance Council for the Tu Nghia Reservoir (phase 2), with Mr. Le Ngoc Sanh, Deputy Chairman of the Cat Tien District People’s Committee, as the Chairman; Mr. Huynh Tri, Head of the Department of Natural Resources and Environment of the district, as the Deputy Chairman to continue implementing this project.
During the process of determining land prices for compensation, Mr. Le Ngoc Sanh and the Council committed irregularities, improperly compensating the residents and causing damage to the state of about 500 million VND.
