Thuy Nguyen is a suburban district, located at the north gateway of the city of Hai Phong, with 35 communes, 2 towns, with a total natural area of 26,186.7 hectares, population of 334,545 people (equivalent to Bac Kan province *). With the investment and attention of the city, Thuy Nguyen’s economic picture in the past year has many bright points.
* According to the announcement of the General Statistics Office, the estimated population of Bac Kan province in 2023 is 326,504 people.
According to the Hai Phong City Planning 2021 – 2030, vision up to 2050 has been approved, Thuy Nguyen City will be established in 2025.
Thuy Nguyen City has an area of over 26,000 ha, oriented as a grade-3 city by 2025, towards a grade-2 city by 2035, meeting the criteria for green and smart development, attached to the new administrative and political center of the city. By 2035, the city will have about 600,000 people and by 2045 about 725,000 people.
In detail, the arrangement of the commune-level administrative units, the establishment of wards and the establishment of cities under Hai Phong city in Thuy Nguyen district are as follows:
1. Adjustment of borders in the Vũ Yên island area from Hải An district to Thủy Nguyên district
Adjust 7.19 km2 of natural area in the Vũ Yên island area of Đông Hải 1 ward, Hải An district to Thủy Triều commune, Thủy Nguyên district.
2. Plan to establish Thuy Nguyen city
Establish Thuy Nguyen city on the basis of the whole natural area of 261.91 km2; current population scale of 382,103 people of Thuy Nguyen district and adjusted part of 7.19 km2 of natural area of Vũ Yên island area in Đông Hải 1 ward, Hai An district.
3. Plan to establish wards and communes under Thuy Nguyen city
Establish 17 wards and 4 communes under Thuy Nguyen city, including:
a) Establish 9 wards: Minh Đức, Hoa Động, Thiên Hương, Quảng Thanh, Hoà Bình, An Lư, Phạm Ngũ Lão, Lập Lễ, Tam Hưng based on the current natural area and population scale of 09 communes and towns: Minh Đức, Hoa Động, Thiên Hương, Quảng Thanh, Hòa Bình, An Lư, Ngũ Lão, Lập Lễ, Tam Hưng.
b) Establish 8 wards based on the current natural area and population scale of 17 communes: Establish Thủy Đường ward on the basis of the whole natural area and current population scale of Núi Đèo town, Thủy Sơn commune and Thủy Đường commune; Dương Quan ward (Tân Dương commune and Dương Quan commune); Hoàng Lâm ward (Lâm Động commune and Hoàng Động commune); Lê Hồng Phong ward (Kiền Bái commune and Mỹ Đồng commune), Trần Hưng Đạo ward (Đông Sơn commune and Kênh Giang commune), Lưu Kiếm ward (Lưu Kỳ commune and Lưu Kiếm commune), Thủy Hà ward (Trung Hà commune, Thủy Triều commune), Nam Triệu Giang ward (Phục Lễ commune and Phả Lễ commune).
c) Plan to establish new communes
Establish 4 new communes on the basis of merging 11 communes: Establish Bạch Đằng commune on the basis of the whole natural area and population scale of Gia Minh commune, Gia Đức commune and Minh Tân commune; Liên Xuân commune (Liên Khê commune and Lại Xuân commune); Ninh Sơn commune (An Sơn commune; Kỳ Sơn commune and Phù Ninh commune); Quang Trung commune (Hợp Thành commune; Cao Nhân commune and Chính Mỹ commune).
