Completion of the legal framework for the establishment of Dong Trieu City
The Provincial Standing Committee of Quang Ninh worked with the District Standing Committee of Dong Trieu on the results of the 2023 work, and the implementation of the tasks for 2024 under the Resolution No. 20-NQ/TU of the Provincial Party Committee on the orientation and tasks for 2024.
In 2023, Dong Trieu Town completed and surpassed 16 out of 18 targets. It successfully established 3 Party organizations in private economic units and 21 military party cells at the communal and ward levels, and achieved the target for new Party members.
The total value of production in the area reached 32,406 billion dongs, an increase of 1.5 times compared to the beginning of the term. The economic structure shifted in the right direction, with a decrease in the proportion of agriculture and an increase in the proportion of trade and services.
The total state budget revenue reached 2,701 billion dongs, surpassing 35% of the province’s estimates and increasing 1.2 times compared to the beginning of the term. The average per capita gross domestic product reached 7,810 USD, an increase of 14.6% compared to the same period. The town no longer has poor households according to national criteria.
The town completed the adjustment of the general planning to 2040 and 8 subdivision planning; completed the legal framework for the establishment of Dong Trieu City.
At the same time, it continues to be a leading locality in the province in building improved new rural areas and model new rural areas, with 100% of communes meeting the standards of model new rural areas.
The people’s lives continue to be cared for and gradually improved. 100% of communes have been invested in clean water supply networks from centralized water systems.
The proportion of rural people using sanitary water reaches 100%, of which the proportion of families using clean water meeting the standards of the Ministry of Health reaches 60.2%.
Dong Trieu Town also leads in many movements and campaigns in Quang Ninh Province.
In addition to the achieved results, the discussions at the working session also brought up some frank opinions pointing out the limitations of Dong Trieu in Party building, leadership capacity, fighting spirit of some Party committees and organizations; in renewing the leadership methods of Party committees and organizations, and in grassroots inspection and supervision work; there are still cases of pushing away and avoiding responsibilities.
The economic restructuring is still slow, and the full potential and advantages in attracting investment, especially in sectors with more development opportunities, have not been fully exploited. State management work in some areas is still limited, such as land, planning, investment, resources, and minerals…

Building and developing Dong Trieu Town to ensure a solid foundation to become a provincial city
In his concluding remarks, Comrade Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, recognized and commended the joint efforts of the Party Committee of Dong Trieu Town in the past time, which has gained the consensus and support of the Party members, officials, and the people in the area in implementing local political tasks.
It was emphasized that Dong Trieu is facing many opportunities but also significant challenges, especially in terms of administrative capacity that has not kept pace with the pace of urbanization, economic development, and the diversity of economic and social sectors. Comrade Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council of Quang Ninh requested Dong Trieu to determine the goals not only for 2024 but also beyond.
The goals are to “build and develop Dong Trieu Town to ensure a solid foundation to become a provincial city, enhance the economic efficiency of urban areas, improve the quality of people’s lives, develop urban areas with green, smart, and sustainable models, and harmonize urban and rural areas, rich in traditional cultural identity.
Building Dong Trieu as a cultural, tourism, industrial, and agricultural center in the western part of the province; being a leading locality in the province in terms of cultural and social development and human development.
The Party organization and political system are clean and strong; grassroots Party organizations are clean and strong, improving the quality of Party members. Dong Trieu’s sustainable development has four pillars: “economy, society, environment, and security”.

When becoming a city, it must be firmly established
With this goal, the locality needs to determine breakthrough steps in changing mindset, improving the team of officials, leadership capacity, fighting spirit of the Party committee of the town; focus on attracting investment, developing businesses, and improving the quality of people’s lives, especially in urban criteria.
Dong Trieu must review and improve urban criteria, especially those related to the role of the people as the subject, to ensure a firm foundation when becoming a city, especially regarding environmental sanitation, security and order, the political system, and socio-cultural aspects.
Focus on accelerating the progress and completion of projects of interest to the province, as well as the local allocation of budgets according to decentralization, to complete the projects with a new face when becoming a city.
Improve the effectiveness of investment in public works, use savings and effective capital to improve the quality of projects; review and rearrange housing and state assets in accordance with regulations.
Continue to pay attention to social security work, social welfare, improve the quality of people’s lives, and strive to achieve an average annual income per rural resident of over 100 million VND by the end of 2025.

Voters support the establishment of Dong Trieu City
The Provincial People’s Committee of Quang Ninh has issued documents assigning the Department of Internal Affairs and the People’s Committee of Dong Trieu Town to advise and carry out the necessary procedures, complete the dossier for the Project on the establishment of wards: Binh Duong, Thuy An, Binh Khe, Yen Duc under Dong Trieu Town and the establishment of Dong Trieu City under Quang Ninh Province and organize the collection of the opinions of voters in compliance with regulations.
The Department of Internal Affairs of Quang Ninh Province has chaired and provided guidance to the People’s Committee of Dong Trieu Town in implementing extensive propaganda throughout the political system and the people about the Project; building plans; posting the list of voters; organizing the collection of voter opinions; organizing meetings of the People’s Council at the commune level to approve the Project; at the same time, promptly completing the contents of the Project dossier.
The People’s Committee of Dong Trieu Town has directed communes and wards to collect voter opinions from January 11, 2024, to January 24, 2024.
The results for the establishment of 04 wards (Binh Duong, Thuy An, Binh Khe, Yen Duc under Dong Trieu Town) received agreement from 12,731/13,030 voters, achieving 97.71% agreement.
For the establishment of Dong Trieu City, 119,072/124,768 voters agreed, reaching 95.43% agreement.
Currently, Quang Ninh Province is the locality with the most cities in the country, including: Ha Long City, Mong Cai City, Dong Trieu City, and Cam Pha City.
