Voters support the establishment of Dong Trieu city
The Quang Ninh Provincial People’s Committee has recently announced that it has issued documents assigning the Department of Home Affairs and the Dong Trieu Town People’s Committee to consult and implement procedures, complete dossiers for the establishment of wards: Binh Duong, Thuy An, Binh Khe, and Yen Duc in Dong Trieu Town and the establishment of Dong Trieu City in Quang Ninh Province, and to organize voter opinions in accordance with regulations.
The Department of Home Affairs of Quang Ninh Province has chaired and guided the Dong Trieu Town People’s Committee to carry out extensive propaganda throughout the political system and the people about the Project; building plans; posting voter lists; organizing voter opinions; organizing meetings of the People’s Council at commune level to approve the Project; at the same time, urgently completing the contents of the Project dossier.
The Dong Trieu Town People’s Committee has directed communes and wards to collect voter opinions from January 11, 2024 – January 24, 2024.
As a result, for the establishment of 04 wards (Binh Duong, Thuy An, Binh Khe, Yen Duc in Dong Trieu Town), there were 12,731/13,030 voters, equivalent to 97.71% in agreement. For the establishment of Dong Trieu City, there were 119,072/124,768 voters, equivalent to 95.43% in agreement.

Dong Trieu Town People’s Council approves the plan to establish the city
At the meeting on March 7, the Dong Trieu Town People’s Council also held a meeting and voted to approve the draft Resolution on approving the establishment of wards: Binh Duong, Thuy An, Binh Khe, and Yen Duc in Dong Trieu Town and the establishment of Dong Trieu City in Quang Ninh Province.
The establishment of Dong Trieu City is necessary to continue exploiting the potential and strengths of the town to serve the task of socio-economic development and improve the quality of life for the people. At the same time, to meet the requirements of a class III city, aiming to become a class II city, the management and operation machinery from the town to the grassroots level must be transferred to the machinery of the city government.
Currently, Binh Duong, Thuy An, Binh Khe, and Yen Duc communes have basically met the criteria for establishing wards belonging to the town, Dong Trieu Town has basically met the criteria for establishing a city according to regulations.
Prior to that, according to the province’s planning until 2030, Dong Trieu Town is expected to become a city as soon as 2025. It is estimated that by 2030, Dong Trieu will be a class II city; standards for socio-economic infrastructure; technical infrastructure will reach class I city.
Limitless potential of the young town
After 9 years of establishing the town (in 2015) and 3 years reaching the class III urban level (in 2020), Dong Trieu basically meets all 5 criteria for establishing a city, including population scale, natural area, administrative units, economic and social development structure and level.

As a young city with an urban population rate of 43%, Dong Trieu’s inherent development potential is evaluated to be very abundant. In particular, Dong Trieu is identified as a multi-sectoral comprehensive development zone with tourism as the focus, located in the most densely populated areas of Quang Ninh province.
At the moment, Dong Trieu has invested in and completed a number of connecting transport routes, such as Dong Mai Bridge and connecting road to QL18A connecting Nguyen Hue Commune (Dong Trieu Town) with Van Duc Commune (Chi Linh City, Hai Duong Province); Trieu Bridge and connecting road to QL18A connecting Dong Trieu Town with Kinh Mon Town (Hai Duong Province)… Along with that, many internal transport routes have been formed, forming a “spine network” linking from the town center to the wards and communes through major roads.
With the orientation of upgrading to a city, Dong Trieu’s development space is divided into 3 areas. Specifically, the western space will focus on developing urban areas, administration, commerce, services, and model new countryside. The northern space is oriented towards spiritual tourism, ecological connectivity with historical relics associated with the Tran and Yen Tu residences.
The eastern space aims at the mining industry, clean industry, and logistics services associated with the 10-lane Southwest Highway connecting the Hanoi – Hai Phong Expressway to Dong Trieu Town. Along with that is the promotion of the construction of a new administrative center of the town in Kim Son and Xuan Son wards.
The core area in the center of Dong Trieu is the area of wards in the current town center and the new administrative center Kim Son – Xuan Son. This area is expected to be a new development focal point, with strong attraction for potential investors.
Quang Ninh is a province located in the northeastern region of Vietnam with an area of 6,102 km2, a population of 1.4 million people (2019 figures). This is both a province belonging to the key economic region in the North, and a province belonging to the coastal area of the Red River Delta. Quang Ninh has a land border with China on land with a length of 132.8 km.
The scale of the economy reached 269,000 billion dong in 2022, up 17.4% compared to the scale in 2021, the average GRDP per capita is estimated at 197.6 million dong/person, ranking second nationwide, in the top 10 richest provinces and cities in the country.
Currently, Quang Ninh province has 13 administrative units including 4 cities: Ha Long, Mong Cai, Cam Pha, Uong Bi; 2 towns: Quang Yen, Dong Trieu; and 7 districts: Binh Lieu, Tien Yen, Dam Ha, Hai Ha, Ba Che, Van Don, Co To.
