The decision states that the national construction price index is a relative indicator reflecting the level of price fluctuation of construction works over time across the country.
The national construction price index announced in this document is used as a basis for determining investment capital return, reference in analyzing the average price fluctuation of the construction price index when determining contingency costs in the total investment level and related work to evaluate the fluctuation of construction prices to serve macro management, operation.
The national construction price index announced in this document is not used to adjust construction contract prices.
The national construction price index has calculated the fluctuations of construction costs, equipment costs, project management costs, investment consulting costs, and some other items of construction investment costs.
Some items of expenses such as compensation costs, support and resettlement costs, mine clearance and explosives, interest during construction (for projects using loans), initial working capital (for production and business projects) are not included in the calculation of the national construction price index.
The method of determining the national construction price index is regulated in Circular 13/2021/TT-BXD dated August 31, 2021 of the Minister of Construction guiding the method of determining economic and technical indicators and construction volume measurement.
The base time for determining the national construction price index is 2020.
The input cost factors for determining the construction price index: the price of construction materials, the unit price of construction labor, the price of machinery and equipment for construction based on the price announcement of the Department of Construction in localities.
