On March 13th, the Economic Police Department of Ninh Thuan Province issued a decision to initiate a case, prosecute and execute an urgent search warrant at the place of residence and workplace of Mr. Huynh Van Can (born in 1960; residing in Thanh Khe District, Da Nang City) and Mr. Dang Thanh An (born in 1985; residing in Ninh Phuoc District, Ninh Thuan Province) to investigate the act of “Using counterfeit documents of agencies and organizations”.

Mr. Huynh Van Can is the Deputy Director of Hoang Hung Nhan Corporation, with its headquarters in Hoa Cuong Bac Ward, Hai Chau District, Da Nang City.
From 2019 until now, the company has participated in bidding and won the contract for the construction of the investment project to develop the healthcare service supply system at grass-roots level in Ninh Thuan Province.
Under the direction of Mr. Can, Mr. Dang Thanh An, the company’s technical staff and construction site commander, obtained information about some members of the construction team, then contacted and purchased fake diplomas, certificates, and certifications on social media to compile and include in the bidding documents, including: 10 certificates of occupational safety and health, 13 vocational training certificates priced from 800,000 to 1,200,000 VND/certificate.
The Investigative Police Department of Ninh Thuan Province also issued a temporary detention decision against Mr. Huynh Van Can and a decision to prohibit Mr. Dang Thanh An, the defendant, from leaving his place of residence in order to continue the investigation and handle the case according to the law.
