The Lien Chieu Port project in Da Nang city covers an area of 450 hectares and can accommodate ships ranging from 30,000 to 200,000 DWT (deadweight tonnage of the ship). In terms of investment orientation, there have been proposals for 2 investment options for the construction of Lien Chieu Port submitted to the competent authorities for consideration and decision by the Government. The first option is to invest in the construction of 2 initial terminals with a bridge length of 750 meters, while the remaining terminals will be invested in later. The second option is to invest in the overall construction of the entire port, including 8 terminals.
Recently, the Da Nang City People’s Committee submitted a Proposal to the Ministry of Planning and Investment, proposing the selection of an investment option for the construction of Lien Chieu Port. As of now, the Prime Minister has not made a decision to approve the investment orientation for either the initial plan to build 2 port terminals or the plan to build 8 terminals in phases based on the proposed plan of the relevant agencies.
Speaking to VOV reporters on the afternoon of March 13, Mr. Le Trung Chinh, Chairman of the Da Nang City People’s Committee, provided a brief update: “The city has sent a feasibility study of the project to the central ministries and agencies. The city is still in the process of resolving issues but it’s not yet completed.”
Mr. Le Quang Duc, Deputy General Director of Da Nang Port, affirmed that Da Nang Port has the financial capacity and human resources to participate in the construction of Lien Chieu Port. The enterprise has the ability to win the bid due to its strength in port operation experience, human resources, and available equipment. If successful, it will help Da Nang Port leverage its existing fixed assets into a new project and avoid waste of state assets when Tien Sa Port is transformed into a tourism service complex.
According to Mr. Le Quang Duc, Da Nang Port has a history of over 122 years in the port operation industry, so for the Lien Chieu Port project, Da Nang Port has proposed to the Government, the Prime Minister, and Da Nang City to consider selecting Da Nang Port as the investor for the Lien Chieu port area. With its capacity and expertise, as well as financial resources, Da Nang Port has prepared all necessary options to successfully participate in the construction of Lien Chieu Port.
Mr. Le Quang Duc emphasized: In the investment proposal submitted to the Ministry of Planning and Investment, Da Nang Port commits to providing sufficient financial resources to support the investment proposal for Lien Chieu Port. In addition, the parent company of Da Nang Port Joint Stock Company, Vietnam Maritime Corporation, has also committed in writing to support the investment orientation and provide financial assistance to Da Nang Port for its participation in the construction of Lien Chieu Port.
“In the investment proposal, we have the capacity to self-finance, without taking into account any affiliations. We have our own financial resources, and we want to mobilize additional funds from shareholders and borrow from financial institutions. We already have a financial plan, and the parent company has also committed and is ready to implement that commitment. Other financial institutions are also ready to support this project. With our experience and resources, we are confident that we can meet the requirements of the investment work,” said Mr. Le Quang Duc, Deputy General Director of Da Nang Port.
According to Mr. Le Quang Duc, in addition to Vietnam Maritime Corporation’s support for Da Nang Port’s participation in the Lien Chieu Port project, as a state-owned investor in the company, the State can enhance the financial capacity of Da Nang Port through support for preferential loans or favorable mechanisms and policies specifically for state-owned enterprises with reputable and highly efficient operations like Da Nang Port.
The city leadership of Da Nang hopes that businesses operating in the area will continue to participate in this important national project, contributing to the local economic and social development. However, turning that desire into reality still requires many issues to be resolved related to mechanisms, procedures, and finance.
Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, suggested that Da Nang Port Joint Stock Company actively coordinate with the city’s agencies and the Ministry of Transport to actively participate in the Lien Chieu Port project. Secretary of the Da Nang City Party Committee affirmed that the city is always concerned, and the Standing Committee of the Da Nang City Party Committee has issued a Resolution clearly expressing its interest and creating conditions for Da Nang Port to participate in this project.
Mr. Nguyen Van Quang emphasized that Da Nang City must maintain the Da Nang Port brand, and human resources and current conditions must be utilized to build Lien Chieu Port.
Da Nang Port Joint Stock Company currently has billions of Vietnamese dong in fixed assets, including handling equipment such as cranes, forklifts, tractors, towing equipment, and warehousing facilities for goods… How to utilize the existing infrastructure and over 780 skilled laborers at Da Nang Port is a problem that needs to be addressed.
Now more than ever, the city of Da Nang should provide active support to help Da Nang Port participate in the investment and construction of Lien Chieu Port, continuing to enhance the reputation, rich history, and competitive capacity of a state-owned enterprise that affirms its leading brand and superior position in the maritime industry in Vietnam.
