The People’s Committee of Binh Thuan province has recently developed a comprehensive plan to adjust the administrative boundaries and expand Phan Thiet City, replacing the plan announced on November 16, 2023.
Accordingly, Binh Thuan province plans to incorporate the entire natural area and population scale of Phu Long town, Ham Thuan Bac district (with a natural area of 24.93 km2 and a population scale of 19,675 people) into Phan Thiet City, establishing a ward within Phan Thiet City.
The plan also incorporates the entire natural area and population scale of Ham Thang commune, Ham Thuan Bac district (an area of 17.83 km2 and a population scale of 22,074 people) into Phan Thiet City; partially adjusts the natural area and population scale of Ham Liem commune, Ham Hiep commune, Ham Thuan Bac district into Phan Thiet City.
At the same time, it incorporates the entire natural area and population scale of Ham My commune, Ham Thuan Nam district (an area of 32.28 km2 and a population scale of 18,198 people) into Phan Thiet City.
The development orientation of functional zoning and overall urban design for Phu Long town and Ham Thang commune, Ham Thuan Bac district; the areas of Ham Liem commune and Ham Hiep commune, Ham Thuan Bac district; the area of Ham My commune, Ham Thuan Nam district will be developed into ecological urban areas.

In addition, Binh Thuan province will adjust a part of the natural area and population scale of Ham Liem commune, Ham Hiep commune, Ham Thuan Bac district into Phong Nam commune, Phan Thiet City.
Along with that, it incorporates the entire natural area and population scale of Lac Dao ward; Duc Thang ward and Duc Nghia ward into a new ward; incorporates the entire natural area and population scale of Binh Hung ward and Hung Long ward into a new ward.
The plan also partially adjusts the natural area and population scale of Phu Hai ward and partially adjusts the natural area and population scale of Ham Thang commune, Ham Thuan Bac district into Thanh Hai ward.
The expansion of Phan Thiet City is carried out according to the directions of the Prime Minister at the working session with key officials of Binh Thuan province in August 2022, conclusion No. 703-KL/TU on March 15, 2023 of the Standing Committee of the Provincial Party Committee of Binh Thuan.
As a result of the adjustment arrangement, Phan Thiet City has a natural area of about 305.01 km2; a population scale of over 334,000 people and is expected to have 18 units, including 13 wards and 5 communes.
From now until 2025, Binh Thuan province will review, adjust, and supplement local plans; organize voter opinions; and pass resolutions on adjusting and expanding Phan Thiet City and establishing some wards and communes under Phan Thiet City.
After that, the dossier of expanding Phan Thiet City will be reported to the Ministry of Home Affairs for consideration by the Government, and submitted to the Standing Committee of the National Assembly.
After that, the organization and staffing structure will be rearranged, and personnel and employees will be assigned to implement the arrangement at the commune-level administrative units.
The units will focus on resolving regimes and policies for surplus officials, civil servants, and employees. At the same time, they will rearrange and handle the headquarters and public assets of agencies, organizations, and units at commune-level administrative units.
The functional units will withdraw the old seal, engrave the new seal of the agency, organization, and unit and carry out the conversion of personal, organizational, and business-related documents due to changes in administrative boundaries and names of administrative units.
