Urgent completion of proposal to expand Cam Lo-La Son highway to 4 lanes

In response to VTC News, the leadership of the Ho Chi Minh Road Project Management Board (Ministry of Transport) confirmed that the unit has been assigned by the Ministry of Transport to prepare a feasibility report, conduct research, and propose the expansion of the Cam Lo – La Son expressway. Currently, the unit is working at the fastest pace on this task under the direction of the Ministry of Transport’s leadership.

The Cam Lo – La Son expressway currently has only 2 lanes and about every 10km, a section of 4 lanes will be installed to allow vehicles to overtake each other. However, this design unintentionally creates dangerous “bottlenecks.”

In the immediate future, we will review the phased design documents, procedures for forest conversion, environmental impact assessment, and any shortcomings… After that, when the capital is allocated, we will issue documents, plans for selecting consulting contractors according to regulations. The design and document preparation time is quite fast, only about 1 month for completion… “, said the leadership of the Ho Chi Minh Road Project Management Board.

Yesterday (16/3), Deputy Chairman of the National Assembly Nguyen Duc Hai chaired the supervisory delegation of the National Assembly to conduct supervision at some North-South expressway projects including the Cam Lo – La Son and Van Ninh – Cam Lo sections.

In the working session with the National Assembly supervisory delegation, Mr. Hoang Hai Minh – Deputy Chairman of the People’s Committee of Thua Thien Hue province said that a series of accidents had occurred consecutively on the Cam Lo – La Son expressway. Particularly serious accident on February 18, 2024, and extremely serious accident on March 10, 2024 that caused 5 deaths and 5 injuries.

In parallel with the addition of safety measures on the route, the Ho Chi Minh Road Project Management Board is also urgently completing the feasibility report for expanding the Cam Lo – La Son expressway to 4 lanes.

Mr. Hoang Hai Minh said that due to the flexibility and convenience, traffic volume has increased much faster than projected during the design of the project. Therefore, it is necessary to upgrade and expand to 04 lanes to ensure exploitation in the 2025 – 2030 period.

According to the forecast data when establishing the Cam Lo – La Son expressway project, in 2020, there were 4,578 vehicles/day, night. By 2025, there will be 7,545 vehicles/day, night. By 2030, there will be 12,751 vehicles/day, night… Compared to the current National Highway that is operating with 4 lanes, the actual traffic flow is 10,000-11,000 vehicles/day, night and there are signs of overload.

Currently, the traffic volume on the expressway has reached 6,000 vehicles/day, nighttime, approaching the forecasted number of 7,545 vehicles by 2025. Therefore, upgrading to 4 lanes is appropriate to meet the actual demand. “, suggested Mr. Hoang Hai Minh – Deputy Chairman of the People’s Committee of Thua Thien Hue province.

Mr. Nguyen Danh Huy – Deputy Minister of Ministry of Transport said that the Prime Minister has directed to study and mobilize resources to complete the expansion of the Cam Lo – La Son expressway to 4 lanes for the entire route.

Currently, the Ministry of Transport has decided to prepare a feasibility study report for the expansion of 4 lanes of Cam Lo – La Son expressway, phase 2, with a length of over 98 km. The estimated budget is about 7,000 billion VND.

The Ministry of Transport is recommending that the Government allocate funds from excess revenues and implement the construction work according to an emergency order. If these policy mechanisms are approved, the project is expected to commence at the end of 2024 and be substantially completed in 2025.

The entire Cam Lo – La Son expressway is over 98 km long. If expanded to 4 lanes, the total investment will be about 7,000 billion VND.

The Ministry of Transport proposes that the National Assembly support and prioritize the allocation of funds to complete the full expansion of this expressway to 4 lanes.
