The General Director of Deo Ca Group, Mr. Ngọ Trường Nam, once shared that the Chairman of Deo Ca Group, Mr. Hồ Minh Hoàng, often jokes that “Investing in people is the cheapest investment”. Identifying that the root of the business is its people, Deo Ca is constantly improving its management system and partnering with training institutions to have a high-quality workforce in terms of management, labor, and on-site expertise.

Recently, on March 7th, 2024, Deo Ca Group and Dong A University signed a cooperation agreement on training and supplying human resources, specifically establishing the Deo Ca Practical Training Institute. The goal of the cooperation is to train high-quality human resources for Deo Ca Group and the transportation industry.

According to Mr. Lê Quỳnh Mai, Vice Chairman of the Deo Ca Group’s Board of Directors, the current overall situation of human resources in the transportation infrastructure sector is still lacking in both quantity and quality. The potential for infrastructure development in the country in the near future is huge, requiring a workforce that can meet the demands of the job.

Deo Ca Group and Dong A University have agreed to establish the Deo Ca Practical Training Institute – a branch of Dong A University. Deo Ca Group will introduce key personnel to participate in the Founding Council and the Executive Board of the Deo Ca Practical Training Institute.

The institute will combine the resources and experience of organizing transportation projects of Deo Ca Group with the training strengths of Dong A University to provide practical knowledge, skills, and apply new scientific and technological techniques in the field of transportation for students. The priority training targets are Dong A University students, trainees from Deo Ca Group and partners.

The Deo Ca Practical Training Institute will organize short-term and long-term training courses from the undergraduate level, such as practicing engineers (road engineers, railway engineers – metro…) to the postgraduate and doctoral levels. The institute is expected to be launched in April 2024.


In addition, the two sides agreed to establish a branch of Dong A University in Binh Duong province, with a scale that meets the demand for practical engineers training for Deo Ca Group, its partners, and the domestic transportation industry.

In late October last year, Mr. Hoàng signed a resolution of the Board of Directors on assigning the task of studying and improving academic qualifications for personnel participating in management and operation work.

Accordingly, the Board of Directors assigned the task of studying and researching for the Deo Ca Group’s Vice Chairmen (excluding independent members of the Board of Directors) to participate in the doctoral research program in the assigned field and obtain a doctoral degree by December 31st, 2028.

The Board of Directors also assigned the task of studying and researching for the Deo Ca Group’s Executive Board, the Executive Board of subsidiary units, and the Headquarters Office (Office Chief/Deputy Office Chief, assistant, secretary, general specialists) to participate in the master’s degree program in the assigned field and obtain a master’s degree by December 31st, 2026.

Individuals who complete the task of studying and researching and obtain a degree as regulated will be rewarded by the Chairman of the Board of Directors depending on the actual situation and the results of study and research. For individuals who do not complete the programs to improve their academic qualifications, depending on the actual situation, the Chairman of the Board of Directors will consider disciplinary action or propose disciplinary measures in the forms such as dismissal, removal, or job transfer…
