CEO of Deo Ca Corporation, Mr. Ngọ Trường Nam, once shared that Chairman Ho Minh Hoang would often jokingly say, “Investing in people is the cheapest investment.” Recognizing that the foundation of any successful business lies in its people, Deo Ca is currently perfecting its management system and collaborating with training institutions to acquire high-quality human resources in terms of expertise in management, labor, and field work.

Recently, on March 7, 2024, Deo Ca Corporation and Dong A University signed a cooperation agreement regarding training and supplying human resources, specifically the establishment of the Deo Ca Practical Training Institute. The goal of this collaboration is to provide high-quality human resources for both Deo Ca Corporation and the transportation industry.

According to Mr. Le Quynh Mai, Vice Chairman of Deo Ca Corporation’s Board of Directors, the current situation of human resources in the transportation infrastructure sector is generally lacking in both quantity and quality. The infrastructure development potential in the transportation sector in Vietnam is significant, demanding a workforce that can meet the requirements of the job.

Deo Ca Corporation and Dong A University have agreed to jointly establish the Deo Ca Practical Training Institute, which will be under the supervision of Dong A University. Deo Ca Corporation will introduce key personnel to participate in the Board of Founders and the Executive Committee of the Deo Ca Practical Training Institute.

The institute will combine the resources and experience of Deo Ca Corporation in implementing transportation projects with the educational strengths of Dong A University to provide practical knowledge and skills, and apply new technical and scientific advancements in the field of transportation. The target trainees primarily include students and learners from Dong A University, as well as personnel from Deo Ca Corporation and its partners.

The Deo Ca Practical Training Institute will organize both short-term and long-term training courses, ranging from undergraduate programs such as practical engineers (road engineers, railway engineers) to postgraduate and doctoral programs. The institute is expected to be launched in April 2024.



In addition, both parties have agreed to establish a branch of Dong A University in Binh Duong province to meet the demand for practical applied engineer training for Deo Ca Corporation, its partners, and the domestic transportation industry.

In late October last year, Mr. Hoang signed a resolution of the Board of Directors regarding assigning the task of studying and improving academic qualifications for personnel engaged in management and operations.

Under this resolution, the Board of Directors assigned the task of studying and researching to members of Deo Ca Corporation’s Board of Directors (excluding independent members of the Board of Directors) participating in the doctoral research program in their respective assigned fields, with a deadline of December 31, 2028, to obtain a doctoral degree.

The Board of Directors also assigned the task of studying and researching to the Executive Board of the Corporation, Executive Boards of subsidiary units, and the Corporation’s Office (Office of the Chairman/Deputy Chairman, secretary, assistant, generalist) to participate in the master’s program in their respective assigned areas, with a deadline of December 31, 2026, to obtain a master’s degree.

Individuals who successfully complete the task of studying and researching to obtain academic qualifications as specified will be commended by the Chairman of the Board of Directors based on the actual situation and the results of their studies and research. For individuals who do not complete the advanced degree programs, depending on the actual situation, the Chairman of the Board of Directors will consider disciplinary actions or propose authorized disciplinary measures, such as removal, exemption, or job transfer.
