Inside look at Hanoi’s ‘most expensive project on Earth’ as construction progresses

The infamous 'most expensive road in the world', the Hoang Cau - Voi Phuc section of the Belt Road 1 project, has recently undergone a scale adjustment in investment by the Hanoi City People's Committee. It is expected to be completed this year (2024).

The Hanoi People’s Committee has recently issued a decision to adjust the investment project for construction of the Hoang Cau – Voi Phuc section of Ring Road 1.

Under the adjusted project, the investment scale is reduced: The cross section through the Vietnam Television area is reduced. The outer part is only divided according to the direction of the Hanoi Party Committee.

Prior to this, the Hanoi People’s Committee had issued a document requesting the completion of the Ring Road 1 project in 2024.

The Hoang Cau – Voi Phuc section of Ring Road 1 (Hanoi) has a length of 2,274m. The starting point is at the intersection of O Cho Dua – Hoang Cau – Hao Nam; the endpoint is at the Voi Phuc intersection.

Road 1, Hoang Cau – Voi Phuc section was approved by the Government at the end of 2017, with an initial capital of nearly 7,800 billion VND for a 2.2km road section, the road is dubbed the “most expensive in the world”.

So far, the relevant units have surveyed technical documentation and counted assets for 1,969 out of 2,005 households (98.2%); confirmed the land origin of 1,859 out of 1,969 households (94.4%).

As a result, 1,197 compensation plans were made; 701 compensation plans were approved and money was paid to compensate 548 households with a value of 1,596 billion VND.

Currently, 104 households have handed over the premises; 96 households have demolished and recovered the premises. The remaining 171 eligible households are being surveyed and planning is underway. It is expected that demolition will take place in March.

Currently, there are still 13 households in the corner of the intersection of Nguyen Chi Thanh who do not agree to be surveyed by the land authorities. The Project Management Board has coordinated with the People’s Committee of Giang Vo Ward (Ba Dinh District) to organize propaganda and mobilization.

The Project Management Board of Ba Dinh proposes issuing a mandatory counting decision and a mandatory counting enforcement order to be implemented in March 2024.
