According to the indictment, in 2019, to serve the COVID-19 epidemic prevention work, Sau agreed and reached an agreement with Phan Quoc Viet, General Director of Viet A Joint Stock Company on prepayment for test kits, biochemistry products of this company before legitimizing the bidding later.
From February to September 2021, Nguyen Van Sau directed a number of CDC Binh Phuoc employees to legalize procurement files, procedures for 3 bidding packages for the number of pre-returned goods of Viet A Company with a total value of goods over VND 41.5 billion.
Among them, CDC Binh Phuoc paid Viet A Company over VND 7.1 billion of the package of batch 1.
