The Ho Chi Minh City Department of Natural Resources and Environment has just sent a document to the Department of Construction regarding the preparation of a report for the National Assembly’s Supervisory Delegation on the implementation of policies and laws on real estate market management and social housing development from 2015 to 2023.
According to the report of the Department of Natural Resources and Environment, Ho Chi Minh City has a high population density, and land is of diverse and complex origins, which is always fluctuating, so the volume of petitions, complaints, denunciations, and disputes related to land is very large, complicated, and prolonged.
According to statistics, the number of petitions, complaints, denunciations, and disputes related to land accounts for about 75% of the total number of complaints and petitions in socio-economic management activities. Cases of petitions, complaints, and denunciations mainly focus on the areas of land acquisition, compensation for site clearance, and granting of land use right certificates.
Regarding the receipt, classification, and processing of petitions, complaints, and denunciations, Ho Chi Minh City has received and processed about 85,300 petitions, complaints, and denunciations related to the land sector . Of which, there were about 65,200 petitions under the competence of settlement; and about 20,100 petitions not under the competence of settlement.
As a result, Ho Chi Minh City has received and processed about 65,200 petitions, complaints, and denunciations under its competence. In which, it has resolved about 58,700 petitions, complaints, and denunciations, reaching over 90%.
Regarding the work of receiving citizens related to land, the Department of Natural Resources and Environment said that Ho Chi Minh City has implemented over 147,000 public receptions, including more than 128,000 regular receptions and over 19,000 receptions by leaders.
In addition, every year, agencies under the Ho Chi Minh City People’s Committee, such as the Ho Chi Minh City Inspectorate, the Ho Chi Minh City Department of Natural Resources and Environment, and the District People’s Committees, coordinate to review, issue, and implement inspection and examination plans. At the same time, the Ho Chi Minh City People’s Committee has issued many documents directing the implementation of sudden inspection and examination delegations for organizations and individuals showing signs of violating land laws.
Inspection and examination work in the land sector is increasingly strengthened and goes into depth. Ho Chi Minh City has conducted over 700 inspections and examinations. In which, the Ho Chi Minh City Inspectorate conducted 46 inspections and examinations of compliance with land laws; Inspectors of districts and Thu Duc City conducted 104 inspections; the Inspectorate of the Ho Chi Minh City Department of Natural Resources and Environment conducted 51 inspections and nearly 500 specialized inspections on land use management .
In addition, the Government Inspectorate, the State Audit Office, the Ministry of Construction, and the Ministry of Natural Resources and Environment annually issue inspection plans and conduct inspections of compliance with land laws in Ho Chi Minh City as planned or ad-hoc.
