Japanese conglomerate breaks ground on half-billion-dollar project

On the afternoon of April 13, during a working session in Hoa Binh, Prime Minister Pham Minh Chinh and the delegation took part in the groundbreaking ceremony for the Printed Circuit Board (PCB) plant project in the Industrial Park of the left bank of the Da river in Hoa Binh city.

The Hoa Binh Provincial Industrial Zones Management Board has granted an investment registration certificate for the electronic microchip manufacturing plant project to investor Meiko Electronics (Japan).

This project involves the production of electronic microchips for the development of peripheral devices, computers, household appliances, audiovisual equipment, solar cells; various types of microprocessors; and controllers.

Meiko is one of the world’s leading corporations in the production of electronic circuit boards and the assembly of complete electronic circuit boards, with 5 factories in Japan, 2 factories in China, and representative offices and subsidiaries around the world.

In Vietnam, Meiko has invested in the construction of 4 factories for the production of electronic circuit boards and the assembly of printed circuit boards (PCBs). The project currently being implemented in Hoa Binh is Meiko’s fifth project, with a total area of 9.2 hectares; total investment capital of 4,660 billion VND, equivalent to 200 million USD, and will be increased to 500 million USD when the second factory is built. The project uses advanced technology that is environmentally friendly.

The corporation plans to start trial production in the second quarter of 2024, with official production to follow; the estimated number of employees is about 3,000 (by 2030); expected budget contributions (when operating at full capacity in 2030) of approximately 200 billion VND/year.

Speaking at the groundbreaking ceremony, Atsushi Sakate, Executive Vice President of Meiko Corporation, said that he had the honor of attending a dialogue between Prime Minister Pham Minh Chinh and leading Japanese businesses during the Prime Minister’s working trip to Japan in late 2023.

He emphasized that the Prime Minister’s messages on ensuring a stable energy supply and a green transition at the dialogue were a very important motivation for Meiko’s decision to invest in Hoa Binh.

Prime Minister Pham Minh Chinh congratulated Hoa Binh Province and Meiko Corporation, expressing confidence that the “relationship” between the two sides will be close and effective, and that Hoa Binh will create all conditions for Meiko to invest and develop, and for Meiko to effectively implement its commitments.

The Prime Minister said that the Government and ministries and agencies have five commitments so that businesses, investors, and people can continue to produce, do business, and create jobs and livelihoods for the people.

First, the commitment that the guidelines, policies, and socio-economic development plans are always stable in the process of development and advancement, and are supplemented and amended when necessary, in accordance with the situation and practices in Vietnam and the world.

Second, promoting strategic breakthroughs in infrastructure (transportation, electricity, water, telecommunications, healthcare, education, and social welfare), so that investors can reduce input costs, logistics costs, and improve investment efficiency.

Third, promoting strategic breakthroughs in institution building and improvement, adopting the quintessence of the world that is suitable to Vietnamese conditions, and internationalizing Vietnam’s achievements in the process of development and integration.

Fourth, focusing on training high-quality human resources to meet the needs of investors, businesses, and people.

Fifth, ministries and agencies closely coordinate with localities to create opportunities and conditions for businesses and investors to operate legally and effectively, contributing to social security.

The Prime Minister requested that the locality continue to create favorable conditions and remove obstacles for investors, including Meiko, to invest in Hoa Binh, especially in high-tech fields; to develop favorable conditions and opportunities, remove difficulties, and overcome challenges.

The Government and ministries and agencies are ready to listen to and resolve the problems, difficulties, and obstacles of businesses and investors, in the spirit of “if committed, it must be done; if promised, it must be kept; if done, it must be effective, measurable, and balanced; benefits must be shared, risks must be shared; opinions and visions must be shared; actions must be taken together, victories must be shared, benefits must be enjoyed together, and development must be shared”.
