Disciplinary Resolutions Announced by Politburo at Central Party Headquarters Meeting on April 19
Minister Đào Ngọc Dung Reprimanded
Minister of Labor, Invalids, and Social Affairs Đào Ngọc Dung has been reprimanded by the Politburo for violating Party principles and regulations, as well as state laws.
The Politburo has determined that Mr. Đào Ngọc Dung, a member of the Party Central Committee, Secretary of the Party Committee, and Minister of Labor, Invalids, and Social Affairs, violated the principle of democratic centralism, Party regulations, state laws, regulations on prohibited conduct for party members, and ethical responsibilities.

Mr. Dung also “failed to lead, direct, and manage effectively, leading to numerous violations and shortcomings within the Ministry and its affiliated entities. These actions resulted in significant risks of financial loss and waste, causing severe consequences and reputational damage to the Party organization and the Ministry.”
Two former leaders of the Ministry of Labor, Invalids, and Social Affairs have also been issued warnings by the Politburo: former Minister Phạm Thị Hải Chuyền and former Deputy Minister Huỳnh Văn Tí.
According to the Politburo, Ms. Phạm Thị Hải Chuyền, during her tenure as a member of the Party Central Committee, Secretary of the Party Committee, and Minister of Labor, Invalids, and Social Affairs, and Mr. Huỳnh Văn Tí, during his tenure as a member of the Party Central Committee, member of the Party Committee, and Deputy Minister of Labor, Invalids, and Social Affairs, violated the principle of democratic centralism. Ms. Chuyền and Mr. Tí also violated Party regulations, state laws, regulations on prohibited conduct for party members, and ethical responsibilities.
Additionally, Ms. Chuyền was found to have “failed to lead, direct, and manage effectively, resulting in numerous violations and shortcomings within the Ministry and its affiliated entities. She violated legal provisions in the organization of procurement activities, creating opportunities for AIC to participate in bid packages.”
The violations of Ms. Chuyền and Mr. Tí led to significant risks of financial loss and waste, severe and难以解决的后果,引起了公众的不满,损害了劳动和伤残军人社会事务部的声誉。

The Politburo has recommended to the Central Executive Committee that former Central Committee member and former Secretary of the Quang Ngai Provincial Party Committee Le Viet Chu be expelled from the Party.

The Secretariat has also expelled Pham Hoang Anh (Standing Deputy Secretary of the Vinh Phuc Provincial Party Committee), Doan Huu Long (former Director of the Dak Lak Provincial Department of Health), Dang Gia Dung (former Director of the Dak Nong Provincial Department of Construction), and Ma Ly Phuoc (Standing Deputy Head of the Department of Mass Mobilization, Bình Phước Provincial Party Committee).
Mr. Chu, Mr. Anh, Mr. Long, Mr. Dung, and Mr. Phước were found to have “deteriorated in political and moral ideology and lifestyle; seriously violated Party regulations and state laws in the performance of their assigned duties and responsibilities, in the fight against corruption and negativity; and violated regulations on prohibited conduct for party members and ethical responsibilities.”
These violations “caused extremely serious consequences, aroused public resentment, and severely damaged the reputation of the Party organization and local government.”
Previously, Mr. Chu and Mr. Hoang Anh were indicted and detained by the Ministry of Public Security’s Criminal Police Department on charges of taking bribes in the case involving the Phuc Son Group. Mr. Chu is accused of accepting money to help Phuc Son win the bid for the construction of the main road in the Tra Khuc River South Bank Road project in Quang Ngai Province. Mr. Hoang Anh accepted money to facilitate Phuc Son Group’s implementation of the Vinh Tuong Wholesale Market project in Vinh Phuc.
In connection with the case involving Phuc Son Group, several officials have been arrested over the past two months. In addition to Mr. Chu and Mr. Hoang Anh, former Vinh Phuc Party Secretary Hoang Thi Thuy Lan, Vinh Phuc Provincial Chairman Le Duy Thanh, and former Quang Ngai Provincial People’s Committee Chairman Cao Khoa have also been detained. Nguyen Van Hau (Hau Phao), Chairman of the Board of Directors of Phuc Son Group, is being investigated for violating bidding regulations with severe consequences.
