US Extends Anti-Dumping and Countervailing Duty Conclusions on Wood Cabinets from Vietnam

Regarding the tax evasion investigation, the US continues to extend the issuance of preliminary and final conclusions on wooden cabinets imported from Vietnam to June 28 and September 26.

The Trade Remedies Authority (under the Ministry of Industry and Trade) has recently received information that the US Department of Commerce (DOC) has continued to extend the deadline for issuing the final conclusion on the scope review and anti-circumvention investigation on wooden cabinets imported from Vietnam.

According to the DOC’s announcement, the final conclusion on the scope review is expected to be issued on June 14, 2024. As for the circumvention investigation, the DOC has also extended the deadlines for issuing the preliminary and final conclusions of the case to June 28 and September 26, respectively.

In addition, the DOC has set up third-country case numbers under the US Customs and Border Protection (CBP) automated system for Vietnam: A-552-106-000 and C-552-107-000. These case numbers will be used to monitor import procedures for the products subject to investigation into the US.

The DOC has also issued a draft guideline on procedures for verifying the origin and product scope of imported wooden cabinets, including notes on suspension of liquidation and duty deposits; and certification mechanisms of the DOC and CBP. Interested parties have until April 19 to submit comments on the draft guideline, and April 26 for rebuttal comments.

The scope review and circumvention investigation were initiated by the DOC in May and June 2022, respectively. In September 2023, the DOC issued an amended preliminary conclusion, classifying three cases of wooden cabinets imported from Vietnam with components manufactured in China as within the scope of the original anti-dumping and countervailing duty orders on China.

The US has imposed anti-dumping and countervailing duties on wooden cabinets originating from China since April 2020, with anti-dumping duty rates ranging from 4.37% to 262.18%, and countervailing duty rates ranging from 13.33% to 293.45%./.
