The Ho Chi Minh City Department of Natural Resources and Environment (DONRE) has provided an update on the issuance of certificates of land use rights, home ownership and other assets attached to land (pink books) at housing projects in the city.
As of now, the Ho Chi Minh City Office of Land Registration has received applications for pink book issuance for 137,545 houses in 575 projects. Consequently, pink books have been issued for 127,833 houses, and nearly 10,000 applications are still being processed.

According to the Ho Chi Minh City DONRE, there are currently still 78,371 houses in 575 housing projects in the city that have not submitted applications for pink book issuance. Of these, over 30,061 applications have been assessed and meet the requirements, but the investors and homebuyers have not yet submitted the necessary documents.
In September 2023, the Ho Chi Minh City Office of Land Registration sent an official letter to investors and apartment building management boards urging them to submit their applications. To date, 9,278/30,061 cases have submitted applications for pink book issuance.
Of the remaining 20,783 houses that have not yet been submitted, one project in Thu Duc City accounts for 8,894 units. This project has a large number of apartments, so the investor is still in the process of submitting the relevant documents.
One of the obstacles that has hindered the progress of pink book issuance is the determination of additional financial obligations.
Specifically, many projects had detailed 1/500 planning established in the past, but when they were implemented, the scale and planning indicators were no longer suitable, so the investors requested adjustments to the planning and scale of the project. This resulted in additional financial obligations. Furthermore, some projects had to determine additional financial obligations due to implementation following the conclusions of competent state agencies.
In addition, some investors have mortgaged the land use rights of the project to credit institutions. According to regulations, before proceeding with the procedures for requesting pink books for homebuyers, the investor must clear the mortgage and submit the original certificate of land use rights to the DONRE for adjustment, changing the land use form to a shared use form.
However, in practice, there are investors who have not cleared the mortgage, causing residents to become frustrated due to the delay in receiving their pink books. Typical examples include the Khang Gia apartment building in Go Vap District; the Duc Khai apartment building in District 7; and the 4S Linh Dong apartment building in Thu Duc City.
Regarding social housing projects (SHP), there are currently 10 SHP projects in Ho Chi Minh City with a total of 7,194 houses eligible for pink book issuance. Of these, 6,979 pink books have been issued to homebuyers.
There are still 2,704 houses in 4 SHP projects that have not yet been issued pink books due to outstanding issues, namely: Thanh Loc apartment building in District 12; Hoa Phuong apartment building in District 12; An Phu Dong apartment building in District 12; and Natural Poem apartment building in Binh Tan District.
