What did the investor say about the high operating costs of the Phan Thiet – Dau Giay highway?

The Thang Long Project Management Board reported to the Ministry of Transport about identifying funding sources to pay for the management and operation of the Phan Thiet - Dau Giay Expressway. If approved, the funding source will be paid to the operating unit before April 25.

Speaking to PV Tien Phong , the head of Thang Long Project Management Board (investor of the Phan Thiet – Dau Giay Expressway project) said that after the power outage , the Board had worked with Vietnam Expressway Engineering Services Joint Stock Company (VEC E – the expressway operation unit) and discussed with related units to find a specific solution.

Thang Long Project Management Board has now paid off the debt of over 46 million VND to Dong Nai Electricity One Member Co., Ltd. to continue operating the lighting system at the interchanges on the Phan Thiet – Dau Giay Expressway.

Explaining the reason for not paying the operation fee to VEC E as reflected, the leader of Thang Long Project Management Board said that the management, operation and maintenance of Phan Thiet – Dau Giay Expressway are currently in the provisional exploitation period.

In the past, the Board has sent official dispatches to ask for opinions from competent authorities on the funding source for the operation of the Phan Thiet – Dau Giay Expressway. However, there has been no reply so far, so there is no basis for paying VEC E the operation and maintenance fee.

“The Board has reported to the Ministry of Transport to have implementation instructions, and at the same time worked with the Ministry of Construction , proposing to use the project investment fund to cover the costs for the current management and operation. If approved, the fund will be disbursed to VEC E before April 25.

According to VEC E, after nearly a year of operation, the operation and maintenance cost of Dau Giay – Phan Thiet Expressway was about 10 billion VND, but it has not been paid by the investor.

In case by April 28, the funding source for VEC E has not been determined, the unit will consider temporarily suspending the management, operation and maintenance of Phan Thiet – Dau Giay Expressway during this period”, said the leader of Thang Long Project Management Board.

It is known that in order to manage and operate the Phan Thiet – Dau Giay Expressway, VEC E has mobilized nearly 70 personnel, more than 25 motorbikes, equipment, etc. After nearly a year of operation, there have been over 5.3 million vehicles circulating on the route; on average, more than 17,000 vehicles/day. During the holidays and Tet, the traffic volume on the route increased dramatically, with one day reaching 37,600 vehicles.

According to VEC E, after nearly a year of operation, the operation and maintenance cost of Dau Giay – Phan Thiet Expressway was about 10 billion VND.

Previously, Xuan Loc and Cam My Power Companies under Dong Nai Power Company sent a written notice to temporarily suspend the electricity supply to the lighting system on the Dau Giay – Phan Thiet Expressway. The reason is that VEC E owes Xuan Loc Power Company over 19 million VND and Cam My Power Company over 27 million VND (in February and March).

According to the report, Cam My Power Company only notified the power cut in writing but has not yet cut off the power supply. As for Xuan Loc Power Company, the power cut lasted 5 minutes from 6 pm to 6:05 pm on April 12.
