Parking Lot on Illegal Site in Hanoi’s Most Populous Ward to Be Replaced by School

A nearly 2.7-acre plot of land adjacent to the HH Linh Dam complex (Hoang Liet ward, Hoang Mai district, Hanoi), which has been used as an illegal parking lot for years, is set to be transformed into a school.

Hanoi City authority has recently revised and supplemented the 2024 land use plan for Hoang Mai district, including adding a plan to construct a primary school and kindergarten in the TH3 and NT3 area of the Linh Dam Lake residential complex in Hoang Liet ward to the 2024 land use plan.

Accordingly, these two plots of land cover an area of 1.084 hectares, located near the Hoang Mai District Cultural, Information, and Sports Center and adjacent to the HH Linh Dam apartment complex.

In recent years, illegal parking lots have taken over this area, while the demand for schools remains high. Hoang Liet ward is one of the most populous wards in the capital in terms of school-age children.

Previously, hundreds of parents in Hoang Liet ward participated in a lottery draw to secure a place in Hoang Liet Kindergarten for the 2022-2023 school year.

Meanwhile, prime land plots have been developed into luxury apartment buildings and villas, while land allocated for schools has been designated in impractical locations such as cemeteries, communal ponds, and some school-designated plots have been fenced off for years without investment, leading to a severe shortage of schools.

Faced with this situation, Hoang Mai District People’s Committee has proposed investing in seven school land plots in residential areas of Hoang Liet ward from the district’s budget, while requesting the city to instruct investors to promptly develop five secondary school land plots or face the consequences of having them repossessed.

Several school-designated land plots in Hoang Liet ward have recently been put into development.

One notable project is the Hoang Liet Primary School project at the F4/TH2 (TH2) land plot, which is being invested in by the Hoang Mai District Project Management Board.
