In his opening remarks at the workshop, the Permanent Vice Chairman of the Provincial People’s Committee – Mai Son emphasized the role and importance of the semiconductor industry, especially the power of semiconductor chips and AI technology. Bac Giang Province, with its strategic position and development potential, has witnessed the boom of the semiconductor industry. However, to maximize this potential, it is necessary to focus on building a high-quality workforce that meets the demands of the market and technology.

Currently, the semiconductor industry plays a critical role in the development of the global economy, particularly in the digital age. Recognizing the significance of the semiconductor industry, Bac Giang Province has focused on directing and ensuring the best possible conditions to welcome investors in the semiconductor industry to invest in Bac Giang Province.

To date, in the industrial parks of Bac Giang province, there are 3 enterprises with semiconductor manufacturing industries: Hana Micron Vina Co., Ltd. with investment capital from Korea; Si Flex Vietnam Co., Ltd. with investment capital from Korea; and Synergie Cad Vietnam Co., Ltd. with investment capital from France. The revenue of these 3 enterprises is approximately 18,000 billion VND.

The total number of employees currently working in semiconductor industry enterprises is 8,074; of which 175 are foreign experts, 707 have university degrees, 775 have college degrees, 74 have secondary and primary education, and 6,343 are general laborers.

Employees recruited by the enterprise to hold technical positions primarily have university, college, and secondary degrees in the fields of automation, electronics engineering, electronic devices, information technology, mechanical engineering, and chemical technology.

Mr. Nguyen Xuan Ngoc – Deputy Head of the Management Board of Industrial Parks of Bac Giang Province, said that in the future, enterprises in the semiconductor industry will continue to invest and develop in industrial parks with a labor recruitment demand of 1,866 additional employees in 2024, of which 281 will be college graduates or higher and 1,585 will be general laborers; in the 2025-2030 period, approximately 6,300 employees will be needed, of which 1,200 will be college graduates or higher (mainly graduates in the fields of automation, electronics engineering, electronic devices, information technology, mechanical engineering, chemical technology, etc.), and 5,100 will be general laborers.

However, since the semiconductor industry is a new manufacturing industry in Bac Giang Province in particular and the country in general, the source of labor specifically trained in the semiconductor industry is limited; most of the labor is trained in related fields of study. Therefore, Vietnamese workers recruited by enterprises to fill technical and production positions in the semiconductor industry do not yet meet the professional requirements set forth by the enterprise, so the enterprise must train workers from the beginning to understand the operations and processes of performing the job.

Mr. Chung Won Seok – General Director of Hana Micron Vina Co., Ltd. hopes that vocational consciousness and awareness will be cultivated from the school side; the enterprise only selects students who want to work at Hana Micron, participate in internships, and can work long-term after graduation. To create a human resource pool that meets the demand for both quantity and quality of labor for enterprises in the semiconductor industry will not be without its difficulties; it will require a lot of time, thorough and specialized training, and concerted efforts from the government, schools, and investors.

In addition, some opinions emphasized that Bac Giang needs to quickly implement various solutions to develop human resources for the semiconductor industry in order to meet the labor force demand for enterprises in Bac Giang.

In his closing remarks at the workshop, the Permanent Vice Chairman of the Provincial People’s Committee – Mai Son requested that agencies, organizations, and enterprises participating in the workshop, based on their functions, tasks, and based on Plan No. 20/KH-TU dated June 21, 2021 of the Provincial Party Committee on training, actively and urgently coordinate with the Department of Labor – Invalids and Social Affairs to propose related content to advise the province on the plan for training human resources for the semiconductor industry, AI from now until 2030, contributing to attracting more and more enterprises in the semiconductor industry to invest in the province, ensuring the goal of turning Bac Giang into a modern industrial province by 2030.
