On the afternoon of April 28th, the Ministry of Transport (MoT) presided over and coordinated with Nghe An province to organize the traffic opening ceremony for the Dien Chau – Bai Vot component project (from Dien Chau to National Highway 46B) at the junction of National Highway 7 in Dien Cat commune (Dien Chau district, Nghe An). Deputy Prime Minister Tran Hong Ha, a member of the Party Central Committee, attended the ceremony.
The Dien Chau – Bai Vot expressway project is more than 49 km long, passing through two provinces: Nghe An (more than 44 km) and Ha Tinh (4.9 km). The project was implemented under the Public-Private Partnership (PPP) model, with a total investment of nearly 11,160 billion VND. Of this, the investor mobilized approximately 5,090 billion VND, and the State contributed over 6,060 billion VND. The project commenced in May 2021.
In the partial phase, the project has a scale of 4 lanes, with a roadbed width of 17 m. Emergency stopping points are also arranged along the route with a distance of 4-5 km between each point. The starting point of the project connects to the Nghi Son – Dien Chau Expressway project at the National Highway 7 junction, passing through Dien Cat commune (Dien Chau district, Nghe An). The endpoint is in Thanh Binh Thinh commune, Duc Tho district, Ha Tinh province, at the National Highway 8 junction connecting the Bai Vot – Ham Nghi Expressway.
The project involves many items requiring high technical construction, such as Than Vu tunnel, Hung Duc bridge over Lam River, high-piered overpasses, and weak ground treatment… However, with their capacity and experience, the contractors have sped up the construction to complete the project items with ensured quality.
During the past time, the contractors have focused all their resources, with the spirit of “overcoming the sun, defeating the rain”, focusing on working instead of retreating, and determined to work 3 shifts and 4 teams regardless of regular days or holidays. Having overcome many difficulties, after nearly 3 years of construction, the 30 km of the project from the National Highway 7 junction to the National Highway 46B junction have met the conditions to be put into operation and use, meeting the progress required by the Prime Minister. The remaining 19.3 km section is striving to be completed according to the Prime Minister’s instructions.
With the opening of the 30 km Dien Chau – Bai Vot Expressway, the travel time from Hanoi to Vinh City (Nghe An) will be shortened to just over 3 hours by car.
After the traffic opening ceremony, from the evening of April 28, cars will be allowed to circulate on this expressway section with a maximum speed of 90 km/h and a minimum speed of 60 km/h. Functional forces will organize, guide, and manage traffic flow to serve people’s travel needs.
The project to build some sections of the North-South Expressway in the East during the 2017-2020 period, with a total length of 654km, is divided into 11 component projects (3 PPP investment projects and 8 public investment projects).
Currently, the project has completed and put into operation 9 component projects with a total length of 525km, including: Cao Bo – Mai Son section (15 km); Mai Son – QL45 (63 km); QL45 – Nghi Son (43 km); Nghi Son – Dien Chau (50 km); Cam Lo – La Son (98 km); Nha Trang – Cam Lam (PPP project 49 km); Vinh Hao – Phan Thiet (101 km); Phan Thiet – Dau Giay (99km), and My Thuan 2 bridge and approach roads (7 km).
On April 28, the remaining 2 PPP component projects, Dien Chau – Bai Vot and Cam Lam – Vinh Hao, were inaugurated, bringing the total length of the North-South Expressway in the East during the 2017-2020 period put into operation to date to 634km.
