May 2024 is a significant month for new policies related to civil servants, education, and electricity prices, among other areas. New regulations on competitions and awards will also come into effect from May 2024.
NEW POLICIES RELATED TO SOCIETY, CIVIL SERVANTS, EDUCATION, ELECTRICITY PRICES, AND MORE
The Government’s Resolution No. 01/NQ-CP of 2024 sets May as the deadline for completing the Decree on the new salary regime for civil servants, public servants, and armed forces personnel.
The resolution also emphasizes the need for comprehensive, efficient implementation and the completion of public job position reforms by March 31, 2024.
The list of dangerous goods and regulations for transporting dangerous goods by road and inland waterway, as outlined in Government Decree No. 34/2024/ND-CP, will take effect from May 15, 2024.
Specifically, the categories of dangerous goods include: Class 1: Explosives and explosive articles; Class 2: Gases, including flammable gases and toxic gases; Class 3: Flammable liquids and desensitized explosives; Class 4: Flammable solids; substances that produce flammable gases upon contact with water; Class 5: Oxidizing substances and organic peroxides; Class 6: Toxic and infectious substances; Class 7: Radioactive materials; Class 8: Corrosives; and Class 9: Miscellaneous dangerous substances and articles.
Note: Empty packaging or containers that previously held dangerous goods and have not been cleaned on the inside or outside are also considered dangerous goods.
The Prime Minister’s Decision No. 05/2024/QD-TTg establishes the mechanism for adjusting average retail electricity prices, effective from May 15, 2024.
According to this decision, based on Clause 5 of Article 3 regarding principles for adjusting average retail electricity prices, prices will be adjusted three times per year from the date of the most recent price adjustment.
If the average retail electricity price decreases by 1% or more compared to the current price, the price will be adjusted accordingly. Conversely, if the average retail electricity price increases by 3% or more, the price may be increased.
Government Decree No. 29/2024/ND-CP, which takes effect on May 1, 2024, sets standards for job titles of leading and managerial civil servants.
Specifically, according to Article 4 of Decree No. 29/2024/ND-CP, civil servants in leadership positions must meet the following general conditions:
– Political ideology: Loyalty to the interests of the Party, nation, and people; patriotism, adherence to discipline in speech, etc.
– Ethics, lifestyle, and organizational discipline: High moral character, exemplary lifestyle, honesty, modesty, sincerity, simplicity, strong sense of responsibility towards work, unity, exemplary conduct, and active opposition to manifestations of ideological, moral, and opportunistic lifestyle degradation.
– Qualifications: University degree or above in a field relevant to the job; bachelor’s degree in politics or senior degree in political or administrative theory, or an equivalent certificate to the senior degree in political theory, etc.
– Competence and reputation: Individuals appointed to leadership positions in the civil service must have innovative thinking, scientific work methods, the ability to forecast, analyze, unite, and leverage the strengths of the collective and individuals; be dynamic, creative, dare to think, dare to act, and dare to take responsibility for the common good, etc.
– Health, age, and work experience: Good health, meet the age requirements for appointment, have a proven track record, specific achievements, and products during their career; possess practical experience and appropriate length of service.
The State Bank of Vietnam issued Circular No. 01/2024/TT-NHNN, regulating the management of serial numbers on newly printed currency. The Circular takes effect from May 14, 2024.
According to the circular, the following rules apply to the printing of serial numbers on currency:
– For currency issued before 2003: Serial numbers consist of a letter and a natural number sequence with 7 digits, starting from 0000001.
– For currency issued from 2003 onwards: Serial numbers consist of a letter and an 8-digit natural number sequence. The first two digits following the letter are the last two digits of the year of production, and the next 6 digits are a natural number sequence starting from 000001.
The letter in the serial number consists of two of the 26 letters (A, B, C, D, E, F, G, H, I, J, K, L, M, N, O, P, Q, R, S, T, U, V, W, X, Y, Z), including a primary and a secondary letter.
Each banknote will have a unique serial number.
NEW REGULATIONS ON COMPETITIONS AND AWARDS EFFECTIVE IN MAY 2024
Conditions for the award of the Commemorative Medal “For the Inspection Career” from May 15, 2024:
On March 20, 2024, the General Inspectorate of the Government issued Circular No. 02/2024/TT-TTCP, regulating the award of the Commemorative Medal “For the Inspection Career.” According to Article 6 of Circular No. 02/2024/TT-TTCP, the conditions for the award of the Commemorative Medal “For the Inspection Career” are as follows:
– Individuals who are leaders of the Government Inspectorate and have held the position for at least 4 years prior to September 1 of the year of nomination.
– Individuals who work in inspection agencies and have served continuously for at least 10 years prior to September 1 of the year of nomination.
– Individuals assigned to perform specialized inspection tasks with at least 20 years of continuous inspection work experience prior to September 1 of the year of nomination.
– Individuals who fall within the categories specified in Clause 2 of Article 4 of Circular No. 02/2024/TT-TTCP:
+ Party and state leaders who have contributed to the development of the inspection sector;
+ Individuals who fall within the categories specified in points b, c, or d must have held the position for at least 5 years and supervised or monitored inspection work for at least 4 years;
+ Individuals who fall within the categories specified in points e, f, or g must have held the position for at least 10 years and supervised or monitored inspection work for at least 8 years.
Criteria for the award of the honor “Emulation Flag of the Government Inspectorate” from May 15, 2024:
This is the content of Circular No. 03/2024/TT-TTCP, which provides detailed regulations and instructions for the implementation of certain provisions of the Emulation and Reward Law 2022 for the inspection sector.
Specifically, Article 4 of Circular No. 03/2024/TT-TTCP stipulates the criteria and subjects for the award of the “Emulation Flag of the Government Inspectorate” as follows:
– The “Emulation Flag of the Government Inspectorate” is awarded to the collective of departments, bureaus, and units belonging to the Government Inspectorate and the Inspectorates of Ministries, Inspectorates of Provinces, Inspectorates of agencies under the Government, and the Inspectorate of the Government Security Office that meet the criteria set forth in Clauses 1 and 2 of Article 26 of the Emulation and Reward Law 2022.
– The subjects eligible for the award of the “Emulation Flag of the Government Inspectorate” are the outstanding collectives that lead the emulation movements of the clusters and emulation groups organized by the General Inspectorate of the Government, including:
+ Departments, bureaus, and units belonging to the Government Inspectorate;
+ Ministry Inspectorates;
+ Provincial Inspectorates;
+ Inspectorates of agencies under the Government; and the Inspectorate of the Government Security Office.
– If the departments, bureaus, or units belonging to the Government Inspectorate are considered for the award of the “Emulation Flag of the Government Inspectorate” and are also selected for the Prime Minister’s consideration for the award of the “Emulation Flag of the Government,” the
