Ho Chi Minh City Tightens Procedures for Identifying Social Housing Homebuyers

The verification process aims to correctly identify the subject of support and exclude multiple support for the same person purchasing, renting or leasing social housing, or who already has a house or land.

The Ho Chi Minh City People’s Committee has just issued a decision to promulgate the coordination regulations between departments, branches, and People’s Committees of districts, Thu Duc City in providing information and post-audit regime for buyers, tenants, and renters of social housing.

This regulation stipulates the principles and methods of coordination between the Department of Construction, the Department of Justice, the Department of Natural Resources and Environment, the Ho Chi Minh City Taxation Department, the People’s Committee of Thu Duc City, and districts.

This is the content of coordination in providing information, inspecting, and confirming subjects of buying, renting, and renting social housing; completing data on subjects receiving social housing policies, notarizing (housing), land use rights and house ownership, tax data (on personal income tax); inter-agency regime, data sharing, etc.

The Department of Construction is responsible for posting information about social housing projects, a list of subjects expected to be resolved on the electronic information portal.

Accordingly, the Department of Construction is the主持unit, responsible for specifying the content to be consulted, sending complete dossiers, and stating clear opinions. Other agencies are responsible for responding fully, with opinions on the requested content.

The consultation uses the form of official dispatches. If more than 10 working days have passed since the date of issue of the official dispatch on the City’s email system, the consulted agency does not respond in writing, it is considered同意and is responsible for the related content.

According to the regulation, the Department of Construction is responsible for posting information about social housing projects, a list of subjects expected to be resolved; have been resolved; have enjoyed policies on the electronic information portal of the Department of Construction, and sending information to the Ministry of Construction, reporting opinions on data organization.

Within 2 working days from the date of receiving sufficient dossiers, the Department of Construction will forward official dispatches, related documents to units for coordination, verification, and inspection.

Within 3 days from the date of receiving the coordinated opinions of departments and branches, the Department of Construction must respond to investors about the list of approved social housing buyers, update this list on the electronic information portal of the unit.

In case of reflection and denunciation about buyers of social housing, the Department of Construction must request the Department of Justice, the Ho Chi Minh City Taxation Department, and the Taxation Departments outside Ho Chi Minh City to verify.

The Department of Natural Resources and Environment is responsible for providing information on house and land ownership of social housing registrants within 10 working days from the date of receiving the request.
