Photovoltaic Residential Development Policy Overview by the Ministry of Industry and Trade

At the press conference, Mr. Tan said that in the Power Plan VIII, approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023, specific goals were set related to self-produced and self-consumed rooftop solar power.

Specifically, by 2030, 50% of office buildings and 50% of private houses will use rooftop solar power, self-produced and self-consumed to serve on-site consumption, not selling electricity to the national grid.

Regarding the orientation of power source development and the plan for power source development, Power Plan VIII also clearly states that priority is given to encouraging the development of self-produced and self-consumed wind power and solar power; including rooftop solar power of people and building roofs of offices and production and business establishments for on-site consumption, not connecting or not selling electricity to the national grid.

The development of this power source focuses on utilizing rooftop solar power on construction works, and at the same time encourages self-production and self-consumption on the spot, not for the purpose of trading and selling electricity.

In order to implement the aforementioned policy of the Government, it is necessary to develop legal documents to specify and put the mechanism for developing self-produced and self-consumed rooftop solar power into operation.

In accordance with the direction of the Prime Minister, the Ministry of Industry and Trade is urgently drafting a Decree on the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power.

The basic contents are as follows: the concept of self-produced and self-consumed rooftop solar power; regulations on works that can install rooftop solar power systems; support mechanisms to encourage the development of rooftop solar power; and simplifying administrative procedures to create the most favorable conditions for people, agencies, and businesses in the implementation.

The aforementioned Draft Decree is being publicly posted on the Ministry of Industry and Trade’s Electronic Information Portal to seek comments from agencies, organizations, and individuals in accordance with the provisions of the Law on Issuance of Legal Normative Documents.

Currently, the Ministry of Industry and Trade is continuing to organize conferences and workshops to consult with ministries, branches, localities, and reputable scientists, experts, and international organizations to receive feedback and promptly complete the draft Decree, send it to the Ministry of Justice for review, and submit it to the Government and the Prime Minister for consideration and approval.
