Slow project disbursement in several key projects

According to statistics from the Ministry of Finance, in the first three months of the year, the disbursement of public investment capital for key national projects in the transportation sector has only reached 11.2%, lower than the general disbursement rate of the whole country.

This year, the total national budget plan allocated for key national and key transport projects is VND 125.6 trillion, accounting for 19.1% of the total public investment plan (VND 657.3 trillion).

However, as of March 31, the Ministry of Finance reported that new projects have only disbursed VND 14,030 billion, reaching 11.2% of the assigned capital plan, lower than the general disbursement rate of the country (12.16%). In which, the disbursement rate of local budget capital plan only reached 6.2%.

Several projects that have not yet disbursed the capital plan this year have been allocated or have a very low disbursement rate. There are projects that have not been assigned a plan for local budget capital sources, or have only been assigned a very low plan for local budget capital sources (component project 2 of the Khanh Hoa – Buon Ma Thuot Expressway Project, phase 1 has not been assigned a plan for 2024; component project 1.1 of the Hanoi Capital Region Ring Road 4 Project has VND 1,506 billion of the medium-term plan for 2021-2025 not yet assigned; component project 2.1 of the Hanoi Capital Region Ring Road 4 Project has VND 2,957 billion of the medium-term plan for 2021-2025 not yet assigned…).

The government allocated an additional VND 6,500 billion for 3 expressway projects.

At the end of March, the government allocated an additional VND 6,500 billion to the Ministry of Transport and 8 localities to build 3 expressways. However, up to now, 4 localities including An Giang, Soc Trang, Dong Nai, and Ba Ria – Vung Tau have not assigned the 2024 plan with a capital of VND 2,439 billion.

To promote the disbursement of the state budget capital investment plan for key national and key transport projects this year, the Ministry of Finance proposes that the Ministry of Transport and localities urgently allocate the local budget capital plan, ensuring that the project meets the capital demand for implementation in accordance with the progress approved by the competent authority.

The localities urgently allocate the central budget capital plan from the central budget revenue increase in 2021; strictly and drastically implement solutions to promote the disbursement of capital investment.
