The Hanoi Police’s Security Investigation Agency has released a statement regarding the receipt of crime tips.
On January 31, 2024, the Security Investigation Agency received a crime tip from Mr. Nguyen Van Lang, accusing Mr. Hoang Van Lam, Director, and Ms. Trinh Thi Sang, employee of Hoang Ha Construction and Engineering JSC, of fraudulently appropriating VND 12.6 billion from Mr. Lang through a capital mobilization contract for the project “New Urban Area Expansion in the North and Northwest of Dai Kim – Dinh Cong”, Hoang Mai district. This bears the hallmark of the crime of “appropriation of property by fraud” as stipulated in Article 174 of the Penal Code.
Immediately, the Security Investigation Agency requested the Hanoi Transport Infrastructure Investment and Construction Project Management Board to provide information about this project. In response, the Project Management Board issued Document No. 1210, confirming the BT contract between the Hanoi People’s Committee and the investor (a joint venture between Hanoi Housing Trading and Urban Development Joint Stock Company and Hoang Ha Construction and Engineering JSC) and the project enterprise (Hanoi Hoang Mai Construction Investment Joint Stock Company) with a contract implementation period of 36 months from the commencement of construction of the BT work (The project was inaugurated on March 19, 2014).
During the implementation process, due to site clearance issues, the project fell behind schedule, and the contract implementation period was extended to June 30, 2018. As of now, the contract implementation period has expired.
Ring Road 2.5 in disarray after years of delayed construction
Regarding the handover of the counter-project of the BT contract (the new urban area expansion project in the North and Northwest of Dai Kim – Dinh Cong), the Project Management Board stated that the investor has not yet been assigned land for the counter-project by the Hanoi People’s Committee to implement. On this issue, on December 18, 2020, the Project Management Board sent a document to the investor and, at the same time, sent it to the Hanoi People’s Committee, the Department of Planning and Investment, and the Department of Transport (Document No. 2752/BQLCTGT-KH).
As reflected, the Ring Road 2.5 project (Dam Hong – National Highway 1A section) is invested in the form of a BT contract but has fallen behind schedule, and it has not been completed in 10 years. Meanwhile, the counter-project, the New Urban Area Expansion in the North and Northwest of Dai Kim – Dinh Cong, has been sold for many years, and the land handover to residents has been delayed.
According to documents obtained by the reporter, from 2015 to the present, the investor has mobilized capital and collected money from many customers through the form of “Investment Cooperation Contract”.
