Seizing the Day: Evicting 13 Families to Build a School on Hanoi’s Prime Real Estate

The Hanoi People's Committee of Hoan Kiem District has taken decisive action to reclaim prime land for much-needed school construction. In a bold move, the committee issued an eviction order, effective May 22, to 13 households within the project boundary, demonstrating their commitment to ensuring the district's children have access to quality education and a brighter future.

On May 9, the People’s Committee of Hoan Kiem District announced the issuance of Notification No. 135 on organizing enforcement of land retrieval decisions concerning households and individuals at 43F-47C Ngo Quyen and 36A Tran Hung Dao streets to facilitate the construction project of Vo Thi Sau Primary School in Hoan Kiem District.

The Land Retrieval Enforcement Committee will enforce decisions ranging from No. 1004/QD-UBND to No. 1016/QD-UBND, issued on April 25, 2024, by the People’s Committee of Hoan Kiem District. These decisions involve the enforcement of land retrieval against 13 households at the aforementioned addresses, which fall within the project boundary for the construction of Vo Thi Sau Primary School.

The enforcement will commence at 9:00 AM on May 22, 2024 (Wednesday) and continue until the land retrieval is complete. The designated site for this action is located at 43F-47C Ngo Quyen and 36A Tran Hung Dao streets, Hoan Kiem District, Hanoi.

Area subject to enforced land retrieval

Previously, on May 8, the Land Retrieval Enforcement Committee of Hoan Kiem District organized a dialogue with the affected households. However, none of the 13 households participated in this dialogue.

In March 2024, the People’s Committee of Hoan Kiem District also held a dialogue and publicly announced the draft compensation and resettlement support plan, adjusted according to the policies approved by the Hanoi People’s Committee, for the affected households.

During this dialogue, the local authorities stated that to ensure stable living conditions for the households whose land is being retrieved for the project, the Hanoi People’s Committee has approved compensation and resettlement support policies similar to those implemented for key projects in the city, which have been carried out in Hoan Kiem District.

Consequently, Hoan Kiem District has issued decisions approving the compensation and resettlement plans for 15 households (after deducting financial obligations) totaling over VND 163 billion. This compensation amount is based on the current data and records of Hoan Kiem District and is subject to adjustment if the residents cooperate in measuring the actual usage. Subsequently, 2 out of 15 households complied and handed over the site to the local authorities.

Currently, Vo Thi Sau Primary School is operating at two locations: 18 Ngo Ham Long and 35 Tran Hung Dao streets, in Hang Bai and Phan Chu Trinh wards, Hoan Kiem District, Hanoi.

The site at 18 Ngo Ham Long accommodates 7 classes with 200 students. This location is within the cultural and historical relic complex of Ham Long Pagoda, presenting challenges in maintaining the educational environment and facilities. Moreover, as the Ham Long Pagoda is scheduled for restoration and promotion by the Hoan Kiem District in the upcoming time, the school premises at 18 Ngo Ham Long will need to be relocated and handed over for the conservation of this cultural site.
