The Ultimate Expansion: A $385 Million Endeavour to Enhance the Hòa Bình Hydropower Plant

The construction of the Hoa Binh Hydropower Plant Expansion Project, with a total investment of over 9.2 trillion VND, commenced in early 2021. This ambitious undertaking is expected to play a pivotal role in ensuring the country's energy security upon its completion and operation in 2025.

The Hoa Binh Hydropower Plant, a product of Soviet design and equipment, was constructed between 1979 and 1994.

This was the largest hydropower plant in Southeast Asia in the 20th century, with the crucial tasks of flood control and ensuring the safety of Hanoi, the Red River Delta provinces, as well as providing a significant source of electricity.

Over its 30 years of operation, the Hoa Binh Hydropower Plant has produced approximately 230 billion kWh of electricity.

After over a decade of project research, the expansion of the Hoa Binh Hydropower Plant was officially commenced by the Vietnam Electricity Group in late January 2021. The new plant is located on the right bank of the current Hoa Binh Hydropower dam.

The main plant is located in Phuong Lam Ward, while the water intake and inlet channel are in Thai Binh, Phuong Lam, and Thai Thinh Wards (Hoa Binh City, Hoa Binh Province).

Construction is currently focused on excavating foundations for the plant, water intake, and inlet channel, as well as temporary support works for the expanded drainage tunnel and auxiliary items.

According to the plan, the expanded Hoa Binh Hydropower Plant will begin generating electricity in June 2025 with the first turbine, followed by the second in July 2025. The entire project, consisting of two turbines with a total capacity of 480MW, is expected to be completed by August 2025.

Upon completion, this project will contribute significantly to the country’s energy security.
