Decision No. 401/QD-TTg adjusts the scope of the project (as stipulated in Point c, Clause 7, Article 1 of Decision No. 1487/QD-TTg) to include land retrieval, compensation, support, and resettlement in Long Thanh district, Dong Nai province:
– Airport construction land: 5,000 ha.
– Loc An – Binh Son residential area construction land: 284.7 ha.
– Construction land for a portion of Sub-zone III of the Binh Son residential area: 81.86 ha.
– Land for re-establishing infrastructure outside the airport boundary: 32.65 ha.
Reduction in Project Investment
Decision No. 401/QD-TTg also adjusts the total investment capital (as stipulated in Clause 8, Article 1 of Decision No. 1487/QD-TTg) from VND 22,856 billion to VND 19,207.504 billion, including:
– Infrastructure construction in resettlement areas: VND 2,324.865 billion.
– Re-establishing infrastructure outside the airport boundary: VND 553.739 billion.
– Compensation, support, and resettlement: VND 15,995.9 billion.
– Vocational training, job creation, and stabilization of local residents’ lives: VND 306 billion.
– Feasibility study report: VND 27 billion.
Adjustment of Project Implementation Period
Decision No. 401/QD-TTg also adjusts the project preparation and implementation period (as stipulated in Clause 10, Article 1 of Decision No. 1487/QD-TTg) to span from 2017 to the end of 2024.
Simultaneously, it adjusts the component projects with construction components (as stipulated in Clause 11, Article 1 of Decision No. 1487/QD-TTg), including:
(1) Technical infrastructure system of the residential area in Loc An – Binh Son commune;
(2) Social works of the residential area in Loc An – Binh Son commune;
(3) Re-establishing technical infrastructure and social infrastructure outside the boundary of the Long Thanh International Airport.
Other contents remain unchanged and shall be implemented according to Decision No. 1487/QD-TTg.
The Deputy Prime Minister requests the People’s Committee of Dong Nai province to continue performing its assigned tasks in accordance with Clause 1, Article 2 of Decision No. 1487/QD-TTg, including making adjustments to the corresponding component projects (if any).
Take into account the opinions of the members of the State Appraisal Council, the opinions presented in the Report on the results of the appraisal of the adjusted feasibility study report of the project by the State Appraisal Council, and the opinions of relevant agencies; organize the implementation of the next steps of the project in accordance with legal regulations, ensuring the progress of land handover for the investment and construction of the Long Thanh International Airport; implement investment and construction of residential areas for resettlement, ensuring the wishes of the people, and avoiding complaints and denunciations. Be fully responsible before the law and inspection and auditing agencies for the process of reviewing, appraising, approving, implementing, determining investment costs, and investment efficiency of the project. Report to the Prime Minister and relevant ministries and branches in a timely manner about difficulties and problems arising during the implementation of the project.
The ministries and central branches shall continue to perform their assigned tasks in accordance with Clause 2, Article 2 of Decision No. 1487/QD-TTg.
The Ministry of Natural Resources and Environment and the Ministry of Transport shall coordinate and guide the People’s Committee of Dong Nai province in the process of land retrieval, compensation, support, and resettlement.
