The Great Hanoi Restructure: Managing a Thousand Redundant Officials

The city of Hanoi is undergoing a significant transformation with the merger of wards and communes, resulting in an excess of over 1,000 staff, civil servants, and non-specialist personnel. To address this, Hanoi plans to redeploy over 400 individuals to new locations, while also offering early retirement packages, streamlining personnel, and terminating the contracts of more than 300 others.

The Hanoi People’s Council has approved a plan to reorganize the city’s administrative units at the district and communal levels for the 2023-2025 period. As a result, the number of communal-level administrative units in Hanoi will decrease from 579 to 518, a reduction of 61 communes.

Encouraging early retirement or voluntary redundancy for 122 staff

According to the Hanoi People’s Committee, out of the 100 communal-level administrative units (belonging to 20 districts, suburban districts, and towns), the approved staffing quota for officials, civil servants, and non-specialized staff is 4,032, while the current number stands at 3,383.

Following the reorganization, there will be a surplus of 1,031 staff, including 520 officials, 365 civil servants, and 169 non-specialized staff.

The Hanoi People’s Committee acknowledges that the reorganization of communal-level administrative units will impact the emotions and sentiments of the officials and civil servants currently employed there. Moreover, it will take time for the new state apparatus in the reorganized administrative units to stabilize and become fully effective in carrying out their duties.

In the initial phase, residents and businesses may encounter some difficulties with document transfers, and communal-level officials may face increased workload in handling administrative procedures for citizens.

The Hanoi People’s Committee has proposed a five-year plan for managing the surplus staff. This includes transferring 423 staff to wards and communes that still have vacancies and converting 72 staff to civil servants. For those who cannot be accommodated, early retirement or voluntary redundancy will be offered (122 people).

For officials and civil servants at the communal level who do not meet the specialized educational requirements, they will be reassigned to non-specialized positions at the communal level or neighborhood level (117 people). Additionally, 184 people will be offered voluntary redundancy or early retirement in accordance with their wishes.

Providing the best support mechanism for surplus staff

Ung Hoa district has the highest number of communes in Hanoi that are subject to reorganization during the 2023-2025 period. Specifically, 14 communes in the district will be merged to form five new administrative units. Ms. Bui Thu Hien, Secretary of the Ung Hoa District Party Committee, stated that after the reorganization, the district will have more than 140 surplus officials and civil servants.

As a result, since July 2023, Ung Hoa district has temporarily halted the appointment of Party Secretaries and Chairpersons of the People’s Committees in some communes, awaiting further reorganization. The leaders of Ung Hoa district shared that in the communes slated for reorganization, officials and civil servants are understandably concerned about their job security.

Mr. Dinh Truong Tho, Secretary of the Party Committee of Dong Da district, emphasized that after the reorganization, the city and local authorities need to pay attention to personnel work. Additionally, the city should provide clear and specific guidelines to create a flexible and supportive mechanism to assist both the surplus staff and the affected residents.

Mr. Hoang Anh Tuan, Chairman of the People’s Committee of Me Linh district, assured that the arrangement of officials, civil servants, and employees after the reorganization will be carried out scientifically and reasonably, with a focus on ensuring the best possible treatment in terms of policies and benefits for the staff.

“Basically, those who are still of working age will not be assigned to lower-level positions, and some surplus officials will be transferred to other localities,” said Mr. Hoang Anh Tuan.
