Former Vietnamese Minister Mai Tien Dung and Secretary of Bac Giang Province Duong Van Thai Face Expulsion from the Communist Party

On May 14, at the headquarters of the Central Committee of the Communist Party of Vietnam, the Politburo and the Secretariat examined and evaluated the violations of Duong Van Thai, member of the Central Committee, Secretary of the Provincial Party Committee of Bac Giang; Mai Tien Dung, former member of the Central Committee, former Minister and Chairman of the Government Office; Pham Thai Ha, Deputy Head of the Office of the National Assembly and Assistant to the Chairman of the National Assembly; Nguyen Van Khuoc, former Vice Chairman of the People’s Committee of Vinh Phuc Province; Le Tuan Hong, former Secretary of Luong Tai District Party Committee, Bac Ninh province; and Ho Van Diem, former Chairman of the Vietnam Fatherland Front Committee of Gia Lai province.
These officials were assessed to have degenerated in political ideology, morality, and lifestyle; seriously violated party regulations and laws in performing their assigned tasks and responsibilities, as well as in corruption prevention and negative behavior prevention. They also violated the regulations on things that party members must not do and the responsibility to set an example, causing very serious consequences, causing public outrage, and negatively affecting the prestige of party and local government organizations, state agencies.
The Politburo and the Secretariat found that the Standing Committee of the Provincial Party Committee of Vinh Phuc for the 2015-2020 term had violated the principles of democracy and concentration of powers, party regulations, and working regulations; lacked responsibility, loosened leadership, and failed to inspect and supervise, leading to violations and shortcomings of the Party Delegation of the Provincial People’s Council, the Party Executive Committee of the Provincial People’s Committee, and the People’s Committee for the 2016-2021 term.
The violations occurred during the implementation of projects and packages related to AIC Joint Stock Company, the “AIC ecosystem,” FLC Group, and in some land use projects, “causing serious consequences and the risk of very large losses of money and state assets, causing public outrage, and reducing the prestige of party and local government organizations.”
The Politburo decided to discipline with a warning the Standing Committee of the Vinh Phuc Provincial Party Committee for the 2015-2020 and 2020-2025 terms and proposed to the Central Committee of the Communist Party of Vietnam to expel Duong Van Thai and Mai Tien Dung from the Party. The Secretariat decided to expel Pham Thai Ha, Nguyen Van Khuoc, Le Tuan Hong, and Ho Van Diem from the Party.
The Politburo and the Secretariat requested that the functional agencies promptly administer disciplinary action in conjunction with party discipline.
Prior to this, Mai Tien Dung was investigated and temporarily detained by the Investigation Agency of the Ministry of Public Security on charges of “Abusing position and power while performing official duties.” He was accused of wrongdoing related to a project in Lam Dong province, although the specific actions have not been publicly disclosed.
Mai Tien Dung, 65, was a member of the 11th and 12th Central Committees of the Communist Party of Vietnam. He served as Chairman of the People’s Committee and Secretary of the Provincial Party Committee of Ha Nam. In April 2021, he retired after a term as Minister and Chairman of the Government Office.
